The primary purpose of this position is to manage & conduct the History Program at a wing or independent group authorized a historian (hereafter referred to as "wing") at home station and deployed locations. Applies professional knowledge for the coordination of historical activities, maintains and adds to the wing's archives through the production of narrative histories.

  • Incumbent will exhibit professionalism, diplomacy and tact in daily interactions, high-pressure situations and while interacting with high ranking foreign and U.S. officials
  • The incumbent must meet the physical requirements for immediate worldwide deployment to remote locations that may not have adequate medical facilities
  • Work will require frequent or long term CONUS or OCONUS travel away from normal duty station
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays

  • The work requires the employee to drive a motor vehicle. A valid driver's license is required for the position
  • Position will include training in the carrying and use of firearms because incumbent can be deployed to contingency locations and participate in wartime and contingency operations where and when there may be a requirement to carry firearms
  • Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96.
  • (Cont) Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

Selection for this position is contingent upon proof of U. S. Citizenship.

The employee must attend and successfully complete the Historian Training Course within 9 months of being hired.

Must obtain and maintain a government travel card.

This is a drug testing designated position. The incumbent is subject to random testing for drug use.

This position is Emergency-Essential (E-E). The duty of the employee is to provide immediate and continuing support for combat operations or to support maintenance and repair of combat essential systems of the armed forces. Performs duty in a combat zone after the evacuation of nonessential personnel in connection with a war or a national emergency declared by Congress or the President, and it is impracticable to convert the employee's position to a position authorized to be filled by a member of the armed forces because of a necessity for that duty to be performed without interruption. Employee must sign DD Form 2365 as a condition of employment. Employees could be assigned to any location worldwide providing civilian support to combat operations and could deploy to non-combat locations in response to contingencies, disaster relief, or other emergency operations. (IAW: Section 1580 of title 10, United States Code)". This requirement cannot be changed from yes to no without the approval of the AF/HO Career Field Manager.

The incumbent must pass an initial pre-employment medical examination, periodic medical examinations and required physical fitness/physical agility tests. The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements. Selectee must meet requirements specified on SF 78, Certificate of Medical Examination for position at overseas/deployed locations due
to the following. The duties of this position require moderate physical exertion involving walking and standing, possible use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with
or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself or others is disqualifying.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions and Individual Occupational Requirement for the GS-0170, History Series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's Degree (or higher) in history; or related field that included at least 18 semester hours in history. Note: You must submit a copy of transcripts.
OR

COMBINATION OF EXPERIENCE AND EDUCATION: Courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, plus appropriate experience or additional education. Note: You must submit a copy of transcripts.
AND

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Collect information that will ensure significant aspects of the wing's mission are preserved; write the historical narrative and includes the chronological sequence of events, including any charts, tables, and graphs required to support and supplement the text; conduct proactive research in organizational histories, records, and/or other appropriate materials to support current or pending wing projects, policy decisions, and other requirements; research and/or writes heritage pamphlets and articles for internal and external audiences; collect and/or safeguard documents concerning participate in wartime and contingency operations.

EDUCATION:
Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements when combined equals at least 100%. Note: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of professional historical principles, concepts, methodology, and techniques including historical and organizational research.
2. Knowledge and general understanding of federal government history programs and current operations, policies, programs, and activities.
3. Ability to communicate effectively both orally and in writing and to use techniques required in conducting oral history interviews.
4. Ability to collect, organize, and interrelate large amounts of diversely formatted data (including digital) drawn from a wide variety of sources.
5. Ability to prepare a narrative that presents a balanced and realistic picture of the subject.
6. Ability to critically evaluate sources of information and establish validity of historical facts.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS:
On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
