Duties

Help
  • Serves as consultant and authoritative expert on the use of prescribed fire as a management tool in achieving various fire management objectives.
  • Directs the development and establishment of fuels management standards and technical guides for contingency plans, prescribed burning plans, smoke management, fuels inventory, fuel treatment, and fire management zoning/environmental coordination.
  • Provides scientific analysis of fire behavior, fuels, weather, and related factors involved in developing fuels reduction programs and plans.
  • Advises on complex and controversial wildland fire, fuels management, community assistance, smoke management, socio-political and ecological problems.
  • Serves on agency, bureau, state, and local teams to develop and revise manuals, handbooks, and policy related to fire management and planning, fire effects, fuels management, and fire rehabilitation.
  • Conducts program reviews in the field offices to evaluate compliance with policies, objectives, and standards, overall effectiveness of operations and to provide technical assistance and recommend changes in operating procedures.
  • Serves as prescribed fire training coordinator, establishing statewide prescribed fire training needs, formulating the budgets associated, and selection of agency personnel to instruct and to attend training.
  • Develops and teaches new fire management training courses to keep fire personnel current with new technology.
  • Plans, directs, develops, implements, monitors, and evaluates fuels management budget submissions, including Planning Target Allocation (PTA) and Annual Work Plan (AWP).
  • Tracks and reports on budgets and accomplishments for the Fuels Management program and assists in budget and accomplishment tracking for other vegetation management programs.
  • Assists field offices in the preparation of prescribed fire budget proposals and coordinates the prioritization of funding requests and project management statewide for hazard fuels and prescribed burning needs.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:

This position is subject to the lnteragency Fire Program (IFPM) Standard and Guide selective placement factors for a PRESCRIBED FIRE AND FUELS SPECAILIST - HIGH COMPLEXITY. This position requires the following qualifications - Currency Not Required:

A) Prescribed Fire Burn Boss, Type 2 (RXB2); AND
B) Incident Commander, Type 3 (ICT3), OR Task Force Leader (TFLD), OR Helibase Manager (HEBM)
C) 90 Day Prior Wildland Firefighting Experience Requirement (resume must show to and from dates and a description of work performed). The Department of the Interior defines wild land firefighting experience as on-the-line wildland firefighting experience gained through containment, control, suppression, or use of wild land fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Periods of wildland firefighting experience, gained through militia and rural fire departments, can also be credited, as long as the total amount of this experience equates to at least 90 days.

Wildland fire is defined as any non-structure fire that occurs in the wildland. Two distinct types of wildland fire have been defined and include wildfire and prescribed fire:

Wildfire - An unplanned ignitions or prescribed fires that are declared wildfires.

Prescribed Fire - Planned ignitions. This description includes only fire line experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience.

Specialized Experience: In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience.

In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level in difficulty and complexity as indicated by the following examples: Independently carrying out inventory and fuels treatment methods and procedures for a prescribed fire/fuels program; regularly providing input and/or evaluating fire or prescribed burn plans for the purpose of containment and development of fuels reduction programs and planning; supporting fire management operations through analysis and application of fire management strategies within a wildland fire management program; and/or facilitating the development of fire and fuels management standards and technical guides. There is no substitution of education for experience at the GS-12 and above grade levels.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR300.604. This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits(normally through submission of your SF-50). Education

This position has a positive education requirement which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or a combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education.

Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.

The official worksite for the selectee is the duty station identified in this vacancy announcement. The selectee will typically report to this duty location on a regular and recurring weekly basis. The selectee may be allowed to telework with supervisor approval.
