Help

This position reports to the Director, Glenn Research Center. The Director of Office of Technology Incubation and Innovation:

- Serves on various boards, panels, and committees, as needed or requested; and is a member of the Director's Senior Management team.

- Leads and oversees the Center's discretionary investments in technology, especially the investments associated with the Center Innovation Fund program.

- Leads the transfer and commercialization of technology, including marketing, business and partnership development, and commercialization project and program management.

- Consults with outside government, and private or international organizations to provide or exchange information and develop partnership opportunities, strategies, and mechanisms. Interfaces with programs and external customers.

- Leading and overseeing promoting and protecting the intellectual property portfolio (both technology and software), principally by managing and being the organizational focal point for new technology disclosure reporting and implementation of the Center Export Control Program.

- Leads and oversees Small Business Innovation Research (SBIR) and Small Technology Transfer Research (STTR) advocacy, investments and maturation, as well as identifying infusion opportunities for all SBIR/STTR activities.

- Leads and oversees documenting and communicating the regional impact of Center technology accomplishments with local and regional stakeholders.

- Leads and oversees managing the NASA Level Two Space Technology Research Grants (STRG) Program Office; including development, implementation, and compliance with processes required to implement the program guidance provided to all 10 centers and partnered organizations.

- Provides vital support to Center-wide efforts to build and maintain strategic partnerships with external organizations, and works collaboratively for business development based on new and emerging technologies.

- Advises Center and Agency leadership of opportunities and concerns with respect to specific technologies, programs, and policies.

  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM) you MUST address the MTQs, but do not need to address the ECQs.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1- Demonstrated experience leading research and development programs or projects as well as technology transfer and commercialization processes and regulations to identify and commercialize those research, testing, and technology opportunities from within and across the organization.

MTQ 2 - Demonstrated experience building and maintaining strategic partnership opportunities and collaborations with industry, academia, and other federal agencies.

Education

This position has a positive education requirement. To be eligible, you must clearly state in your resume the following: degree, major and/or minor, and college/university.

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
