The AIE manages, supervises, coordinates, and conducts audits, inspections, and evaluations relating to Department of the Interior (DOI) programs and operations, including, but not limited to, waste, abuse, and mismanagement in such programs and operations of the DOI employees, contractors, grantees, lessees, or any other persons or entities doing business with the DOI.

Duties

Help

As a Management and Program Analyst, GS-0343-11/12/13, you will perform the following major duties:

  • Plans, performs, and leads others in complex reviews, analytical studies, and evaluations of major programs and operations for efficiency and effectiveness in meeting their intended objectives. Develops evaluation plans, procedures, and methodology and assigns tasks to team members.
  • Researches business and management practices for application to the subject under review. Interviews personnel at all agency, bureau, or office levels as part of evaluative studies. Evaluates funding allocated, staff resources, equipment, facilities, and/or administrative support systems needed to improve or sustain program performance.
  • Develops practical recommendations for corrective action and improvements.
  • Writes reports and briefing materials covering the work performed and conclusions reached.
  • Briefs management officials and present conclusions to decision makers.

  • Time-in-grade requirement - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • Management and Program Analysts in the Office of Inspector General are subject to stringent
    restrictions on interest in, or ownership of, Federal lands and energy resources. An annual conflict of
    interest statement is required.

All qualification requirements must be met by the closing date of this announcement.
Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.


Minimum Qualifications GS-11 :

To qualify for the GS-11 level, you must possess one year of specialized experience at the GS-9 level, performing all of the following:

1. Conducting thorough research in preparation for planning, coordinating, and conducting comprehensive evaluations;
2. Analyzing qualitative and quantitative data to form conclusions; and
3. Preparing reports, interview summaries, or briefing materials that cover review findings.
OR
Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education (54 semester hours, 81 quarter hours, or the equivalent) leading to such a degree in a related field of study, or an LL.M (if related), which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Copies of college transcripts are required to support educational claims).

OR
Have a combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.

Minimum Qualifications GS-12 :

To qualify for the GS-12 level, you must possess at least one full year of specialized experience equivalent to the GS-11 level, performing all of the following:
  1. Performing assignments as part of an evaluation or study to assess effectiveness or efficiency;
  2. Developing recommendations to make improvements on program or operational effectiveness or efficiency; and
  3. Preparing written summaries of work performed, data analyzed, or conclusions reached.
Minimum Qualifications GS-13 :

To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level, performing all of the following:
  1. Developing comprehensive program or operation review plans to include establishing scope, methodology, and objectives;
  2. Advising others in conducting evaluation or review assignments;
  3. Writing, editing, and reviewing products covering work performed and conclusions reached; and
  4. Orally presenting work performed and conclusions reached to inform decision makers.

Education

There is no educational substitution at the GS-12 and 13 Grade level.

A transcript must be submitted with your application if you are basing all or part of your qualifications on education at the GS-11 grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
