Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a Management Analyst, you will:
- Conduct detailed analyses of complex functions and work processes of broad administrative or technical programs and makes recommendations for improvement in the effectiveness and efficiency of work operations.
- Develop new methods and management processes. Counsels and advises program managers on methods and procedures, management surveys, management reports, and control techniques.
- Plan and provide a wide range of advisory and administrative support services to the management staff on all issues that relate to the effective management of the organization's workforce.
- Conduct broad or specific studies and assess results relevant to workforce goals and objectives.
- Present findings and recommendations as written products and oral briefings and, as necessary, implement action items resulting from these studies and reviews.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.


Specialized Experience: For the GS-12, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.
Specialized experience for this position includes:
- Experience applying analytical and evaluative methods and techniques to improve the efficiency or effectiveness of program operations; AND
- Reporting findings and making verbal and/or written recommendations that are adopted by management; AND
- Experience conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations.

Specialized Experience: For the GS-11, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.
Specialized experience for this position includes:
-Assist with the process of applying analytical and evaluative methods and techniques to improve the efficiency or effectiveness of program operations; AND
- Reporting findings and making verbal and/or written recommendations that are adopted by management; AND
- Assist conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations.

OR Education: You may substitute education for general or specialized experience as follows:
- Ph.D. or equivalent doctoral degree; OR
- 3 full years of progressively higher level graduate education leading to such a degree; OR
- LL.M., if related

OR Combination: You may qualify by a combination of successfully completed graduate level education and specialized experience; the total percentages must equal at least 100 percent to qualify. Only graduate level education in excess of the first 2 years may be combined with experience. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

Specialized Experience: For the GS-09, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.
Specialized experience for this position includes:
- Participate in the process of applying analytical and evaluative methods and techniques to improve the efficiency or effectiveness of program operations; AND
- Participate in conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations.

OR Education: You may substitute education for general or specialized experience as follows:
-A masters or equivalent graduate degree; OR
- Two full years of progressively higher-level graduate education leading to such a degree or LL.B; OR
- J.D. Education if related.

OR Combination: You may qualify by a combination of successfully completed graduate level education and specialized experience; the total percentages must equal at least 100 percent to qualify. Only graduate level education in excess of the first 18 semester hours may be combined to be considered for qualifying education.

Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12 you must have been at the GS-11 level for 52 weeks.
For the GS-11 you must have been at the GS-09 level for 52 weeks.
For the GS-09 you must have been at the GS-07 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
  • A one year probationary period may be required.
