Duties

Help
  • Performs complex and responsible petroleum engineering technician work involving all aspects of drilling and production inspection and enforcement activities.
  • Witnesses and verifies accurate measurement of oil and gas in high- and low-producing wells using a wide range of measurement technologies.
  • Performs inspections of oil and gas leases to enforce all appropriate laws, rules, and regulations as well as the terms and conditions specified in the various approvals.
  • Prepares reports on inspections, witnessing, and/or compliance.
  • Documents observations, recommendations, compliance, noncompliance, and occasional verbal communications through preparation of appropriate forms and input into applicable automated data bases.
  • Manages a schedule of inspections across a wide geographic area, including wells in remote places with rough terrain.

  • You must successfully complete the BLM Petroleum Engineering Technician (PET) Certification Program and continue service in the Federal Government for 2 years from the date of obtaining PET certification.
  • If selected for the this position, you will be required to annually complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty. You will be required to provide this information annually.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factors will be rated not qualified: 1. Have demonstrated skill & ability in the use of mathematics at the high school algebra level to verify volume & height of cement and to calculate other drilling fluids and oil and gas volumes to account for production from Federal and Indian oil and gas leases 2. Must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position.

For GS-08:
You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: experience which required knowledge of the exploration and production operations of the petroleum industry; and the ability to utilize various mathematical procedures to determine gas and/or oil production based on volumes, flows, temperature and pressure; and able to read production reports and/or tickets; and know how to read documentation of leases, rights-of-way, joint ventures, and other types of oil and gas agreements.

For GS-09:
You must possess one (1) full year of specialized experience at or equivalent to the GS-08 level that is equivalent in difficulty and complexity as indicated by the following examples: experience in oil and gas exploration and development including drilling and development wells, running surface and production casing, casing cementing operations and well completion; experience with oil and gas exploration and production operations; and oil and/or gas sales methods and equipment; experience with well plugging and abandonment procedures and requirements; and know how to read documentation of leases, rights-of-way, joint ventures, and other types of oil and gas agreements. OR

Education: You must have completed two full years of graduate education or a master's degree which is directly related to work of the position. OR

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: On-site inspection work requires almost continuous physical activity. Most of the on-site inspection time is spent walking, standing, crouching, and climbing. In climbing up and down ladders and steep stairways, the PET is protected from falls only by firmly grasping on ladder rungs and hand railings. The PET may be required to hike into unusually rugged areas to inspect abandoned sites. PETs are subject to call 24 hours a day and may be required to work long non-stop tours-of-duty, occasionally in excess of thirty (30) hours. Some work is sedentary, although much of the job requires overnight field trips which involve physical activity on irregular terrains and work at physically demanding job sites.

Work Environment: Much of the work is at field locations where it is necessary to wear appropriate safety equipment. The incumbent must walk under and around heavy derrick and hoisting equipment and piping and around other potentially hazardous operating equipment. Work environment involves exposure to extreme weather conditions, hostile flora and fauna, hazardous explosive fumes, poisonous gasses, toxic chemicals, high frequency noises, high-pressure and high temperature equipment, detonating devices, and moving machinery. Work involves climbing up and down ladders and steep stairways. A large part of the time is spent driving to work sites that are located in isolated areas. This work environment requires the use of hard hats, hard-toe boots, safety glasses, ear protection equipment, poisonous gas detection equipment, and cold weather gear and/or a respirator may also be required. The position requires operating a motor vehicle, often in isolated areas, on unimproved roads and in potentially dangerous weather conditions.
