Specialty Care CBOC Float LPN functions as an integral member of the Specialty Medicine Float Pool to provide care for patients in the following clinics: Cardiology/Electrophysiology and Dermatology in the Community Based Outpatient Clinics located in Grove City, Marion, Newark, and Zanesville. Incumbent will also support the Oncology, Pulmonology, GI Clinic, Neurology, Renal, Endocrinology, Allergy, and Rheumatology clinics at the Main Facility when travel not required.

The LPN's role includes, but is not limited to: rooming of patients, assisting with monitors in Cardiology; dermatology procedures, vaccine clinics, or other duties as assigned. The incumbent will also provide patient advocacy and collaborate with other disciplines.

The incumbent must be efficient in Nursing and have the ability to float to all of the above areas. Greater than 75% travel required. Valid Drivers' license required. Incumbent is responsible for establishing and maintaining mutual understanding and collaboration among members of the health care team. These responsibilities require independent function and high level self-direction. Other duties as assigned by the Nurse Manager.

The Licensed Practical Nurse possesses knowledge and skills to perform practical nurse assessment, procedures, practices, and techniques at a level determined by the Qualification Standards and demonstrated competency. The Licensed Practical Nurse is held to the standards of care and scope of practice set forth by the Ohio Board of Nursing.

The Licensed Practical Nurse possesses the knowledge and skills necessary but not limited to:
  • Communicate and interact appropriately and courteously with internal and external customers.
  • Maintain confidentiality of written, electronic, and verbal patient/employee information.
  • Work and function within a safe manner including infection control and use of equipment.
  • Assure that patient safety is paramount in all aspects of patient care.
  • Integrate and apply pertinent aspects of the Ambulatory Care Center performance improvement program into his/her professional practice.
  • Utilize nursing research and literature in practice.
  • Integrate and apply aspects of the Joint Commission on Accreditation of Healthcare Organizations National Patient Safety Goals as applicable to their area of practice.
  • Schedule appointments for patients in collaboration with team members to ensure that all patients are scheduled within time constraints established by ACA guidelines and VHA policies especially adhering to priority access for service connected and OEF/OIF Veteran populations.
  • The Licensed Practical Nurse successfully performs activities appropriate to his/her grade as outlined in the Licensed Practical or Vocational Nurse Qualification Standard. This Standard identifies the educational, experiential and competency requirements for the LPN at each grade.
  • The Licensed Practical Nurse functions under the supervision of a Registered Nurse and/or LIP and is directly responsible to the Clinical Nurse Manager or designee.
It is the Nurse Manager or designee, who has direct control over work assignments and leave approval.

The Licensed Practical Nurse protects printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statutes and policy, and VHA policy. Every effort will be made to protect the data from unauthorized release or from loss, alternation, or unauthorized deletion. Work will be performed following applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in the computer access agreement that the employee signs.

The Licensed Practical Nurse performs age-specific physical, psychological, cultural, and social assessments for adult (18-64), older adult (65-74) and geriatric (over 75) patients/groups. He/she demonstrates the knowledge and skills necessary to provide care appropriate to the age/population related needs of the Veteran patients served in his/her assigned service area.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/11/2022.
Basic Requirements:

  • Citizenship: Citizen of the United States.
  • Education: Graduate of a school of practical or vocational nursing approved by the appropriate State agency and/or accredited by the Accreditation Commission for Education in Nursing (ACEN), previously known as the National League for Nursing Accrediting Commission (NLNAC) at the time the program was completed by the applicant. Verification can be obtained from the State approving agency or the Accreditation Commission for Education in Nursing (ACEN), previously known as the National League for Nursing Accrediting Commission (NLNAC), 61 Broadway, 33rd Floor, New York, NY 10006. Additional information may also be obtained from the ACEN Website. Exceptions include:
    • Health care education in the military service or training in the military service which is accepted by the licensing body in the jurisdiction in which the individual is licensed as qualifying for full LPN/LVN licensure will be accepted as meeting the education requirements for VHA employment.
    • VHA employees who were converted to appointments under 38 U.S.C. 7401(3) in implementation of Public Law 98-160, enacted November 21, 1983, and for VHA employees converted to appointments under 38 U.S.C. 7405 in implementation of Public Law 99-576, enacted October 28, 1986; and for their future personnel actions under this authority. The waiver will not apply to persons appointed under 38 U.S.C. 7401(3) or 7405 after these conversions.
    • Individuals granted a license by a jurisdiction that does not require graduation from an approved school.
  • Licensure. Full, active, current and unrestricted licensure as a licensed practical or vocational nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or District of Columbia.
  • English Language Proficiency. Licensed practical or vocational nurses appointed to direct patient care positions must be proficient in both spoken and written English.
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met.

GS-03:

Experience and Education. None beyond the basic requirements.

GS-04:

Experience. Six months of qualifying experience as a LPN or LVN.

OR

Experience and Education. Graduation from an approved school and one year of experience that involved nursing care work in a hospital outpatient clinic, nursing home, or other supervised medical, nursing, or patient care facility that provided a practical knowledge of human body structure and sterile techniques and procedures.

OR

Education. Graduation from an approved school of at least 24 months duration.

LPNs at the GS-4 grade level perform all duties expected of employees at the GS-3 grade level; however, they are expected to exercise greater judgment, require less supervision, and to operate in accordance with all established policies, procedure, and techniques.

GS-05:

You may qualify based on your experience or education as described below:

Experience. Completion of at least one year of qualifying experience at the GS-4 level or equivalent and fully meeting all performance requirements for the GS-4 LPN/LVN. The full performance level of this vacancy is GS-06. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-03 to GS-06.

Physical Requirements:
Exerting up to 50 pounds of force occasionally and/or up to 25 pounds of force frequently to move objects. This could include moving objects such as pieces of equipment and assistance in moving patient. Exposure to meeting with patients and relatives needs and expectations. Work with critically ill patients and may observe patient suffering.

Note: Must have Basic Life Support (BLS) certification prior to assuming clinical duties. The BLS requirement is satisfied by successfully completing an American Heart Association (AHA) BLS Healthcare Provider Course or Military Training Network (MTN). BLS courses are normally offered within 1-5 days of entry on duty. No online certifications will be accepted.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
