The VISN 10 Chief Medical Informatics Officer (CMIO) is the key person to assure the competency of the health informatics workforce at all locations of care in the VISN. This position is located in the VISN 10 Office which provides direction and oversight to eleven facilities and 84 community-based outpatient clinics (CBOCs) in the Network. This position establishes a formal informatics leadership presence in the field at the medical center and VISN level. This formal presence ensures that knowledge of informatics is infused throughout the VA health care delivery network, and that health information issues affecting the delivery of care are clearly articulated and raised appropriately for action. The focus of this position is to optimize effectiveness of patient care delivery and systems management in support of the Veterans Health Administration (VHA) mission and goals. As the CMIO, the incumbent is part of a nationwide VHA team charged with actively and vocally supporting the goal of establishing a workable national informatics infrastructure for VHA, and for advancing national solutions for managing workflow and knowledge in clinical systems.
The scope of this position encompasses Health Informatics in VISN 10 and consists of practice of an executive nature, comprised of complex managerial and administrative components, associated with critical health care issues and activities that influence the national, network, and local missions, health care, and policy.
Duties and Responsibilities include, but are not limited to:
Provides leadership and direction to assigned functions of the service line including Health Informatics personnel, nursing informaticians, information system project managers, and automated data processing and analytics staff.
Demonstrates a high level of analytical ability, critical decision-making skills, and an extensive knowledge of healthcare issues, with a focus on the science of integrating healthcare, technology, and clinical data, formally known as clinical or health informatics.
Leads multi-disciplinary clinical and technical teams in the evaluation, selection, and implementation of clinical information systems and assumes primary responsibility for clinical system design, implementation, and optimization.
Manages the highest quality of health informatics and is responsible for providing oversight, coordination, and leadership in developing and managing the Network programs for health informatics and information management.
Collaborates with clinical and support service lines to facilitate and manage the integration of an electronic health record. This requires outstanding clinical, technical, and leadership skills.
May directly supervise others working in Clinical Informatics, monitoring subordinates' progress and performance and providing guidance and expertise in informatics.
Performs effectively in a complex multi-facility network, affiliated with high-ranking medical schools.
Represents VISN 10 on national committees and task forces and will ensure that the information and technology needs of VISN 10 are considered at the national level.
Based on VHA and VISN strategic priorities, industry advances and health care trends, proactively identify areas of focus in VISN 10 for application of clinical informatics initiatives.
Provides clinical interpretation of Performance Measures, VHA and Joint Commission Directives, etc. to facilitate development and implementation of data tools to support assessment and improvement of quality of care. Provides clinical interpretation of VHA metrics to facilitate development and implementation of specialized clinical dashboards for unique populations.
This position reports to the VISN 10 Chief Medical Officer (CMO).
Location: The incumbent who fills this position will work for VISN 10. The incumbent can work from any VA Medical Center located within VISN 10.
Work Schedule: Primarily 8-4:30, Monday through Friday however, incumbent has 24/7 accountability and must be able to meet the needs of the VISN.
Telework: may be available however, the incumbent is required to be located within VISN 10 due to the need for regular travel within the VISN. Telework eligibility will be discussed during the interview process.

Qualifications
Basic Requirements:
United States Citizenship.
Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR (2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.

Ability to independently interact with the medical center user communities to identify, assess, and assist in problem resolution.
The incumbent must possess good written communication skills, including the ability to write effective, clear, concise technical and user instructions, memoranda, reports, and documentation.
Demonstrated ability to interact successfully with other facilities throughout VHA, to solicit input on areas of clinical informatics.
Ability to apply qualitative and/or quantitative methods to the assessment and improvement of program effectiveness and to the improvement of complex clinical processes and systems.
Ability and previous experience planning, organizing and direct development and implementation of clinical informatics processes to meet key goals with attention to effectiveness, efficiency, and productivity. Ability to anticipate and describe the potential effects on organizational resources and established processes.
Previous experience and ability to function in a highly matrixed organization and understand variations among sites that may make successful solutions difficult to achieve and may require negotiation to achieve standard practice.

Physical Requirements: Per VA Directive and Handbook 5019 - a physical examination will be conducted based on the physical requirements of the position. A physical examination prior to placement is required. The position will require frequent travel, especially within the VISN, or to VACO. This position requires potentially long periods of continued walking, standing, and sitting. This position requires mental and emotional stability; clear speech. Rigid deadlines and need for high degree of accuracy periodically becomes stressful.
Travel: Travel is required. Must have a valid driver's license and be able to pass a driving physical.
Education
Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed.

Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
