The incumbent provides executive leadership, oversight, and accountability of OIG mission programs and administrative functions. The AIGM/CIO leads the staff involved with, and directs the programs and activities pertaining to, OIG-wide administration and planning; and is responsible for providing optimum service delivery, comprehensive management and administrative services to the office.
Specific duties include:
Overall management, and quality assurance, of documents and information that flows within the OIG pertaining to the office's internal operations; and ensuring that applicable deadlines are met, such as those associated with human resources actions or programs, financial and resource (including information technology) management and initiatives, contracting, and other external commitments.
Overall leadership and direction for employee development and engagement efforts across the office.
Moving things forward to eliminate bottlenecks or barriers, including those owing to the interplay of complex systems, coordination among multiple parties, and/or unique OIG needs.
Directing the management of OIG’s SES performance management system and obtaining the U.S. Office of Personnel Management’s certification of the system.
Directing the management of OIG’s records management system and its implementation of the Confidential Unclassified Information (CUI) process.
Updating, developing, and implementing office-wide policies and guidelines.
Developing, in coordination with all OIG divisions, OIG’s 5-year strategic and annual plans.
Directing OIG’s IT, personnel, budget, and administrative services.
Directing the formulation, justification, presentation, and execution of OIG’s annual budget to include development of the annual budget submission and congressional justification and budget projections based on anticipated and changing needs or requirements throughout the fiscal year and into successive years.
Executive-level management of OIG physical facilities (e.g., space management and physical infrastructure maintenance) and delivery of administrative services, such as procurement, supplies, and travel.
Serving as the IG’s top advisor on information matters with office-wide application, including IT security, communications infrastructure, knowledge management platforms, and IT lifecycle issues.
Leading development of an OIG-wide IT plan (annually or as needed), pertaining to IT procurement, maintenance, and upgrades; ensuring coordination with other OIG divisions, as appropriate; and making independent decisions and recommendations for OIG-wide needs to the Inspector General and other OIG leaders.
Discharging duties associated with the Federal Information Technology Acquisition Reform Act, such as IT acquisition and budgetary approvals.
Providing executive leadership over, managing, and supervising the activities and staff of the OM as they carry out the functional responsibilities of the office. As some OM staff work remotely and others telework extensively, these responsibilities must be exercised over a hybrid workforce.
Building strong relationships with the OIG’s AIG for Audits and AIG for Investigations, collaborating with the AIGMs of other OIGs to enhance OIG’s development and implementation of policies and guidelines, and providing necessary assistance to the Inspector General and Deputy Inspector General/Counsel to the Inspector General on relevant matters.
It is NSF policy that NSF personnel employed at or IPAs detailed to NSF are not permitted to participate in foreign government talent recruitment programs. Failure to comply with this NSF policy could result in disciplinary action up to and including removal from Federal Service or termination of an IPA assignment and referral to the Office of Inspector General. The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service.
