At the full performance level, major duties include:

  • Meets with the requestor/client before beginning the assignment to discuss, analyze, and clarify the assignment. Offers different approaches to the work by suggesting various ways to translate the written word to a visual concept. Will sometimes offer more than one design concept for review by the requestor.
  • Beginning from a concept or theme from the requestor the complexity, abstract nature, or novelty of the subject matter in relation to target audience, and the program goals and the objectives must be considered while adhering to the Corporate brand aesthetic and guidelines.
  • Plans and decides which delivery medium (print, web, etc.) would work best for a particular assignment. Uses appropriate software to create the elements and completed product. Decide which images, views, or artifacts to utilize and to give particular visual emphasis to through size, color, texture, variations in the degree of detail, typography, lighting, or location.
  • Uses a variety of resources to research the subject, such as library and internet, gathering materials that best communicate the concept/theme.
  • Prepares specifications for commercial printer.  Prepares a technically accurate electronic file for Offset printing output of the job. Reviews the printer's proofs; also, on occasion, may visit the printer for a press inspection to ensure accuracy and precision in the final product.  Prepares a technically accurate electronic files for printing on color copiers internally and through outside vendor.
  • Creates web, social media and motion graphics products ranging from spot illustrations, social media components to web page concepts. Develops web materials designed to reach audiences with differing levels of knowledge and interest. Presents information in such a way that each segment builds upon the prior presentations and anticipates information presented in future iterations.
  • Coordinates, communicates, and shares with supervisor project plan, timeline, design concepts, deadlines and process evolution or difficulties that arise.  Sets up schedules and milestones for various stages of development in the design process in order to stay on task and to keep the requestor informed as the process evolves.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CG-9: To qualify, candidates must meet one of the following requirements:
Applicants must have completed at least one year of specialized experience equivalent to at least the 7 grade level or above in the Federal service.  Specialized experience is defined as experience assisting with planning, designing, and developing visual communications, consulting and advising clients to determine visual information product needs, and utilizing graphic design/desktop publishing software to perform job.
Or
a master's or equivalent graduate degree (such as an LL.B or J.D., if related) or two full years of progressively higher level education.  Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
Or
COMBINATION of graduate level education as described above beyond the first full year of graduate education, and specialized experience as described below, that together meet the qualification requirements for this position.
CG-11:  To qualify, candidates must meet one of the following requirements:
Applicants must have completed at least one year of specialized experience equivalent to at least the 9 grade level or above in the Federal service.  Specialized experience is defined as experience planning, designing, and developing visual communications, consulting and advising clients to determine visual information product needs, establishing milestones for the various stages in the design process and keeping the client informed as the process evolves and utilizing graphic design/desktop publishing software to perform job. 
Or
a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
Or
COMBINATION of graduate level education as described above, and the specialized experience as described above, that together meet the qualification requirements for this position.

You will be evaluated for this job based on how well you meet the qualifications above.

Within these categories, candidates eligible for veterans’ preference will receive selection priority over non-veterans.

1. Knowledge of the Adobe Creative Cloud programs (InDesign, Photoshop, Illustrator, Aftereffects).

2. Ability to consult with clients to determine and define project needs.

3. Knowledge of the theories, principles, and concepts of graphic design and visual communications to include layout, information organization, delivery, choice of colors, fonts and images sufficient to develop original designs, concepts and visual styles.

4. Ability to manipulate, retouch and improve scanned and/or digital photographic images.

5. Knowledge of the various methods and techniques of offset and digital printing, paper stocks, and ink and varnish selections, and their impact on timeliness, quality, and cost of production and distribution of the final project.

6. Knowledge of website and social media design.

7. Skill in project management.
