• Provides leadership and direction in carrying out the Inspector General’s goals and objectives.

• Reviews materials that come to the Inspector General for approval. Develops and implements systems and controls of critical issues and policy documents that require the Inspector General’s or Deputy Inspector General’s attention. Determines adequacy of staff work on matters to be presented and, as necessary, requests further development.

• Reviews recommendations for actions on matters brought to the Inspector General’s attention. Responsible for determining and evaluating the issues presented, in light of established policies and operations. Carries out assignments on matters of special concern to the Inspector General. Develops facts, makes recommendations and/or reports results.

• Participates in high-level discussions on policy and program developments, and ensures that assignments and commitments made are carried out.

• Coordinates with the Deputy Inspectors General, Assistant Inspectors General, General Counsel and Senior Staff in monitoring policy development and policy implementation activities. Ensures that the Inspector General’s decisions are communicated and carried out throughout the Office.

• Ensures that the Deputy Inspectors General, Assistant Inspectors General, General Counsel and other members of the Senior Staff are informed of, and given an opportunity to comment on, proposed actions or decisions affecting their components or responsibilities, and encourages consultation, coordination, and communication throughout the Office to ensure collaboration and understanding of key issues.

• Represents the Inspector General or Deputy Inspectors General in discussions with Assistant Inspectors General, General Counsel and/or Senior Staff and other members of the Office.

• Represents the Office of Inspector General in contacts and negotiations with high-level stakeholders, including officials in the Congress, OMB, OPM, other OIGs, and other Federal agencies.

• Identifies for resolution problems requiring the attention of the Inspector General or Deputy Inspectors General. Directs special studies, projects, assignments, and work groups on issues assigned by the Inspector General. Makes recommendations regarding courses of actions for resolving problems. Determines effectiveness of ongoing programs and make recommendations to ensure attainment of goals and objectives.

• Supervises and directs the activities of OIG’s Senior Advisors and other Immediate office staff.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service.  Specialized experience is defined as:
• providing leadership, direction, and legal counsel to a staff of working professionals performing administrative and programmatic functions necessary to support the Inspector General and Deputy Inspectors General or similarly situated executives;
• representing Agency executives and presenting organizational priorities to internal and external stakeholders; and
• preparing clear, concise, persuasive well written communications for public distribution.

• Knowledge of analytical and evaluative methods plus a thorough understanding of the OIG's mission, strategic goals and regulatory programs.

• Knowledge of and experience with strategic and performance planning and requirements of applicable laws and regulations.

• Knowledge of Federal personnel laws and regulations and the laws and regulations that govern personnel issues within the FDIC.

• Ability to produce results that may be sensitive, controversial and/or confidential in written and verbal reports and presentations within short time frames to communicate findings and identify problems clearly, concisely, and effectively.

• Knowledge of the Corporation and the OIG, including their respective missions, strategic goals, and objectives, and changes in relevant laws, regulations, standards, and policies and procedures.

• Ability to manage personnel, programs, and resources; including the ability to plan, coordinate and supervise the work of staff members, and the ability to select, develop, motivate, and manage people both in direct work accomplishments and through other first-line managers.
