Help

As a Sanctuary Superintendent, you will perform the following duties:

  • Have oversight of critical short and long-term planning elements for marine protected areas including developing, implementing, and tracking strategic planning; goals, objective, and milestones; resource protection efforts (through monitoring, stewardship, education, outreach, and research); and policy development and evaluation.
  • Coordinate with local, regional and national organizations and partners to promote Office of National Marine Sanctuaries (ONMS) and National Oceanic and Atmospheric Administration (NOAA) priorities, and ensure adherence to applicable regulations and authorities. Speak in various public settings and builds partnerships, coalitions and support for missions with external stakeholders.
  • Perform planning, direction, and timely execution of programs and administrative and operational program elements in areas such as budget and field operations.
  • Participate personally and substantially through decision or exercise of significant judgment in Government action regarding contracting or procurement; the administration or monitoring of grants, licenses, subsidies, or other benefits, regulation and auditing of a non-Federal entity, and/or making a final decision or taking action, which will have a direct and substantial economic effect on the interests of a non-Federal entity.

·        Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

This position requires a Moderate Risk Security Clearance.  

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZA-4 is equivalent to the GS-13/14.

CONDITIONS OF EMPLOYMENT/PHYSICAL REQUIREMENTS:This position has physical requirements. May require participation in fieldwork. Fieldwork may require the incumbent to walk and work for several hours along unpaved shorelines or work on research vessels in the marine offshore environment. Incumbent will need to travel to a variety of regional locations, meet with collaborators, and participate in community or scientific presentations, meetings and discussions. The incumbent may be required to stand for long periods of time, and bend/stoop and lift up to 40 lbs. unassisted during such work. Must be able to obtain and maintain a valid state driver's license to operate a government vehicle in completion of assigned tasks i.e. site visits, field research, etc. SCUBA certification may be required. This position requires the operation of a Federal motor vehicle. Must be able to obtain and maintain a valid state driver's license to operate a government vehicle.

QUALIFICATIONS:

EDUCATION:   There is no positive education requirement for this position.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.  This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZA-4 or GS-13 level:

SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or the GS-12 in the Federal service. Specialized experience MUST include all of the following:

  • Conducting strategic planning for the development, implementation, and management of short-term and long-term objectives and/or developing budgets and annual spend plans;
  • Coordinating the development and implementation of stewardship, education, research and/or resource protection programs; and
  • Fostering and maintaining partnerships and providing technical and policy advice to organizational leadership and various stakeholder entities.

Education

Substitution of education for specialized experience is not applicable to this vacancy.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of policies, regulations, and precedents needed to conduct operational planning for an organization that oversees the management of Marine Protected Areas (MPAs).
  • Ability to manage large-scale, multi-jurisdictional Marine Protected Areas w/stakeholder groups associated with MPAs.
  • Ability to coordinate administrative and operational, programs, including work forces and resources.
  • Ability to develop multiyear and longer-range work plans, to include budgeting, in order to enhance achievement of goals and objectives.
  • Ability to perform administrative and operational program elements for field operations.
  • Knowledge of the administration or monitoring of grants, licenses, subsidies, or other benefits, which will have a direct and substantial economic effect on the interests of an organization.
