Help

If you are selected as a Human Resources Specialist, your responsibilities may include, but will not be limited to, providing day-to-day support as a servicing specialist for various divisions within the OIG on staffing and recruitment, position analysis, classification, reporting, benefit advisement, etc.

Major Duties:

  • Serves as an expert and advises hiring managers as to the best means for filing vacant positions, considering factors such as advantages of availability of well-qualified candidates and improvement of staffing patterns.
  • Performs complex position analysis, determines position requirements and areas of consideration, etc., and utilizes the most efficient techniques to fill vacancies and meet the OIG's personnel goals. Locates, analyzes, and applies qualification standards. Prepares merit promotion evaluation plans.
  • Utilizes USA Staffing to prepare vacancy announcements and best qualified lists for positions in accordance with Delegating Examining procedures, Merit Promotion Plan Procedures, category ratings principles, CTAP & ICTAP requirements. Reviews personnel actions for accuracy and completion.
  • Recommends policy and practices changes to strengthen and improve the staffing activities, strategies, and techniques.
  • Makes use of multiple recruiting strategies including special appointment authorities, such as those for employees with disabilities, displaced employees, veterans, and direct hires to complete placements for the organization. Works with senior managers to develop contingency plans and alternatives to accommodate changes in mission, funding, manpower allowances, and technology.
  • Analyzes and classifies individual positions, and explains the standards, classification decisions, the impact of designated duties on classification, and complaint and appeal procedures to employees, supervisors, managers, and operating officials.
  • Serves as the program coordinator for one or more individual program areas such as: Pathways Internship Program, Veterans Employment, Workers' Compensation. Time and Leave Administration, Performance Management, Incentive Award Ceremonies and Special Award Programs, Reasonable Accommodation, Disability Recruitment and Placement, Medicals, New Employee Orientations, Special Training Initiatives, Data System Management, Office Property Management, Office Files Management, and/or Office Safety program activities.

To qualify for this position at the GS-13 grade level, you must have one year of specialized experience equivalent to the GS-12 grade level obtained in the public sector. (Specialized experience is paid or unpaid experience which has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position.) Examples of specialized experience include such duties as providing technical and advisory services to management for staffing and classification as well as other human resources areas, including but limited to, pay administration, worker's compensation, performance management, and time and attendance; applying category rating principals; using USA Staffing to process recruitment actions; using multiple recruitment strategies and authorities to hire applicants with disabilities, veterans, direct hires, displaced employees, etc.; performing evaluation and adjudication to determine veteran preference, CTAP & ICTAP, Delegated Examining and Merit Promotion eligibilities, and benefits and salaries; providing high level customer service to all levels within an organization, and researching, formulating, and implementing agency- wide HR procedures and policies.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).
