Duties

Help

  • Provides guidance, direction and oversight to all regional property and project managers regarding Vertical Transportation (VT) program issues. Acts as the Authority Having Jurisdiction for the regional elevator program. Establishes new regional operating processes and procedures for the VT program in accordance with national program requirements to enhance the overall effective operation and maintenance of VT equipment. Establishes regional fire and safety standards for vertical transportation in the region in concurrence with Safety staff.
  • Prepares, reviews and approves scopes of work, drawings, specifications and other work involved in VT projects and/or for VT equipment.
  • Prepares cost estimates, assists in securing bids and selecting contractors on VT related procurements. Ensures that contractors perform appropriate work at job sites
    as required.
  • Ensures the region has an accurate and complete VT inspection program that complies with all applicable regulations and statutes. Ensures VT inspections are completed and documented as required by regulation, statute and PBS policy. Review, approve and accept inspection reports provided by the inspection contractor for vertical transportation inventory located within the region. Provide onsite review of inspections for accuracy as needed throughout the regions inventory.
  • Directs and manages modernization and new construction projects as the agencies primary POC/technical adviser and Authority Having Jurisdiction for the regions Vertical Transportation Program.
  • Administers VT program service contracts in accordance with national program policies and standards. Functions as program manager and provides planning, budgeting, and oversight of all facets of the contracts.
  • Reviews and approves technical reports and/or papers on sensitive and complex matters that influence broader policies and programs impacting the region. Accountable for the technical accuracy and implementation of installation, maintenance and safety policies as they pertain to the VT program. Holds elevator inspectors credential as a certified QEI-Qualified Elevator Inspector and serves as the Authority Having Jurisdiction for the region.

  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Obtain a Qualified Elevator Inspector (QEI) certification within one year.

The GS-13 salary range starts at $95,567 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized Experience is experience is providing daily management, defining the program governance, monitoring the program, managing the budget, managing risks and taking corrective action, managing communication, maintaining compliance with national and agency regulations and standards across various business levels as they affect the safety of passengers and operational capabilities of vertical transportation.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

  • You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
    1. Mastery knowledge of a variety of inspection techniques and instruments required to oversee the examination of vertical transportation systems.
    2. Knowledge of a wide range of concepts, principles, and practices in the vertical transportation/electrical specialty area.
    3. Mastery of all applicable codes, rules and regulations relative to the safe and efficient operation of vertical transportation systems.
    4. Ability to communicate effectively both verbally, and in writing.
    5. Extensive knowledge of electrical circuits, control mechanisms and motors to advise on operational problems, and to advise/instruct contract personnel.
    6. Mastery knowledge of methods, metrics, tools, and techniques of business process reengineering; capital planning and investment assessment.
    7. Mastery knowledge of cost and price analysis to forecast costs and evaluate prices in relation to contracted services or projects.
    8. Ability to analyze a diverse range of technical and program data to interpret contract specifications, blueprints and drawings; to develop cost estimates for system maintenance and repairs.
    9. Mastery knowledge of vertical transportation systems in order to facilitate the regional vertical transportation program segment and to ensure that all elevators within the assigned region are operational and safe and in compliance with national standards.
    10. Mastery knowledge of vertical transportation systems including their construction, functions and service practices; extensive knowledge of electrical circuits, control mechanisms and motors to advise on operational problems and to instruct contract personnel and the GSA work force.
    11. Mastery knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance, including quality assurance and requirements analysis.
    12. Expert knowledge of contract administration practices and procedures in order to serve as a COR regional vertical transportation related contracts.
    13. Ability to interpret contract specifications, blueprints and drawings and to develop independent cost estimates for system maintenance and repairs.
    14. Skill in analyzing and reviewing data and evaluating regional vertical transportation activities and its contractors in order to create, maintain and facilitate evaluation and related reports and documents.
    15. Ability to obtain and maintain a QEI-1 certification by an organization accredited by ASME.
