Duties

Help

  • During development phases at the GS-13 level, the incumbent receives more detailed and closer supervision in performing the duties of the position
  • Exercises supervisory responsibility for service TV programming. Conceptualizes and designs complex television programs with an innovative and creative approach, in various formats, such as live and pre-recorded, documentaries, features, specials on breaking news stories, and remote television coverage.
  • Responsible for the production values and aesthetic qualities of all TV programming, including the artistic and creative aspects.
  • Learns and implements new technology brought into VOA into the service workflow.
  • Implements VOA established policies related to news management systems, shared files, and procedures - including requirements for metadata for all original VOA video and audio content, use and training of Intranet and shared assignments calendars, coordinating archiving of original material with the video library and all other current and new workflows and news management and digital asset management systems.
  • Coordinates travel and story themes with correspondents/stringers. Assures coverage needed is provided in a professional and timely fashion. Exercises sound editorial judgment in producing polished, air-worthy products. Critiques the products and delivery of same from correspondents and stringers.
  • Coordinates daily programming with other VOA news-gathering units to facilitate news coverage for all service TV programming.
  • Manages and recruits freelance video journalists for the service. Establishes and supervises records for the payment of freelancers. Critiques completed work. As necessary, travels to recruit and to provide guidance to freelancers.
  • With the Service Chief and service editors to conceive, develop and implement major program projects and new approaches to reporting and programming. Plans and formulates short and long term multimedia programming with editors/supervisors to assure TV program formats and individual segments exemplify the highest professional broadcast standards, are designed to attract the maximum interest of viewers in an internationally competitive broadcast environment, and conform to the provisions of the VOA Charter and the journalistic code.

Qualifications

To qualify for GG-13, applicants must haveone (1) year of specialized experience equivalent to the GS-12 grade level that is in or directly related to this line of work AND fluency in English and French languages that demonstrates ability to write, report, interview and announce broadcasts in both languages

Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. For this position, the following specialized experience is required:

  • Experience in commercial television broadcasting techniques, including the ability to produce and direct tailored programming for international audiences.
  • Experience producing live and taped television broadcasts including all aspects of pre-production.
  • Experience in all phases of television and video production, programming, broadcasting, and editing.

Education
