Summary

This position is located in the R5, Public Affairs & Communication Staff, Vallejo, CA. Position may be filled in Vallejo or any Forest Service office in California.

Incumbent is the team lead for proactive storytelling within the region, using all available Public Affairs tools, including video, podcasts, photography, social media, graphics, writing, and more.

Duties

Help
  • Serve as the team lead for developing a proactive monthly schedule around regional issues, monthly observances, and other topics of interest.
  • Prepare analyses and information needed by the Region in developing strategy for addressing critical and complex issues, incorporating situation analysis, target audience identification, media/message strategies and evaluation of effectiveness/cost.
  • Plan/assist in development of public affairs program, which includes media, congressional coordination on issues, public involvement and issue management, audiovisual programs, graphic design, partnerships, and volunteer and service programs.
  • Develop creative methods and techniques to communicate the Region?s programs, policies and activities to key news media, congressional members and their staffs, other interested parties, as well as internal audiences.
  • Conversant in which delivery methods (various Public Affairs tools, including video, podcasts, photography, social media, graphics, writing, and more) to use what best fits the story to be covered.
  • Participate with the Director, public affairs program mgrs, Leadership and Subunits in developing/implementing strategies, techniques and goals for communicating with the media and congressional contacts to explain Agency policies and programs.
  • Use printed and electronic media procedures, techniques, and materials to prepare briefing, speeches, reports, and news items, etc. suitable for use by various news media.
  • Prepare written speeches, briefing material for use at the Regional and Subunit levels.
  • Prepare summaries/talking points, fact sheets, news releases and positive news features for appropriately identified congressional aides and influential news media outlets.
  • Identify and recommend news media, congressional forums, and partner venues and opportunities to gain increased public support and enhanced two-way communication with national forest users and the general public.
  • Represent the Region and Agency in meetings and discussions involving individuals, groups, and organizations working in support of, or opposing, the policies, programs, and work of the Agency.
  • Establish and maintain effective working relationships with members of the news media and Congress to establish communications channels essential to effectively address issues important to the Agency.
  • Lead employees by identifying, distributing, and balancing the workload and tasks in accordance with established workflow and skill level.
  • Establish work priorities to ensure timely accomplishment of assigned team tasks.
  • Instruct employees in specific tasks and job techniques and provides on the job training to new employees.

Specialized Experience Requirement:

For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Examples of specialized experience include: Evaluated the effectiveness of a public affairs and/or communications program, contributed to long-range plans and developed new methods and techniques in communicating with an organization's various publics and groups; Researched complex natural resource programs and developed communication materials using various tools and techniques, such as video, podcasts, photography, social media, graphics, writing, and more; Researched and analyzed controversial programs, assessed public reaction and developed appropriate communication strategies, information materials, campaigns, and programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
