Summary

The Deputy Assistant Inspector General for Audit Services (DAIGA) serves under the direction of the Assistant Inspector General for Audit Services (AIGA). The DAIGA is responsible for conducting, supervising, and coordinating audits, inspections and other activities and for making recommendations to promote economy, efficiency, and effectiveness in the administration of programs administered or financed by the Department and to detect and prevent fraud and abuse in such programs.

Duties

Help

The Inspector General of the Department heads an independent and objective organization responsible for audit, investigation and other inspection services related to programs and operation of the Department.  The Inspector General provides leadership and coordination and recommends policies for activities designed to promote economy, efficiency and effectiveness in the administration of programs and operations as well as to promote and detect fraud and abuse in such programs and operations.  The Inspector General is the principle advisor to the Secretary of the Department on the above matters and is responsible for keeping the Secretary and Congress fully and currently informed about problems and deficiencies relating to the administration of the Department’s programs and operations and the necessity for and progress of corrective action.

The Office of the Inspector General (OIG) consists of the following five components:

• Immediate Office of the Inspector General

• Investigation Services

• Audit Services

• Management Services

• Information Technology Audits and Computer Crime Investigation (ITACCI)

The major duties include but are not limited to:

  • Directs the performance of all internal audits of Departmental operations within the framework of policies, standards, and procedures established by Audit Services.
  • Directs the performance of all audits of the educational institutions that receive Department grants and other program funds.
  • Reviews audit programs and work papers, reports, and audits in process to evaluate: adherence to prescribed policies and standards, the quality and effectiveness of audits completed, or in process, and the performance of the staff members.
  • Provides technical and policy advice and assistance on audit program matters to the Assistant Inspector General for Audit Services.
  • Assures that reviews are performed of existing and proposed legislation and regulations relating to Department programs and operations and those recommendations are formulated relating to the impact of such legislation and regulations on the economy and efficiency of program administration.
  • Oversees the preparation of workload determination and budget requirements; the preparation of justification and recommended priorities for long-range planning; and the preparation, execution and tracking results of the annual plan.
  • Is responsible for appropriate OIG oversight of the Department’s audit resolution system to include professional and technical guidance to ensure prompt and appropriate responses to all audit findings and recommendations.
  • Oversees the quality control of all phases of nationwide audit operations to assure that management of audit activities is in accordance with audit standards established by the Comptroller General of the United States.
  • Coordinates with the OIG’s Quality and Integrity Group to ensure appropriate quality assessments are completed.
  • Assures effective liaison and coordination with other Offices of Inspector General, including Investigation Services and Information Technology Audits and Computer Crime Investigations, as needed to develop approaches for conducting joint initiatives to detect and prevent fraud and abuse.
  • Reviews audit reports for effectiveness of presentation, adequacy of supporting data, conformance with policies and standards; formulates and recommends new or revised policies and standards.
  • Assures the preparation and issuance of draft and final audit reports to appropriate Department programs and management officials. Works with Department operating and management officials to obtain prompt and effective action on audit findings and recommendations.
  • Develops workload data and periodic workload forecasts for overall Audit Services planning and control purposes, and prepares periodic progress reports for Audit Services.
  • Based on results of the audits covering the Department’s multiplicity of activities, recommends procedures, standards, etc., to promote economy and efficiency in its programs and operations and to prevent and detect fraud, waste, and abuse.
  • Coordinates with the Assistant Inspector General for Investigation on those matters requiring investigative attention as developed during the course of audits.
  • Establishes and maintains effective working relationships on matters relating to audit operations with other organizations such as Department programs and management components, State agencies, GAO, other government audit agencies, intergovernmental audit groups, and other appropriate organizations as needed.
  • Participates in staff recruitment and in-house training and ensures that staff development programs are used effectively.

Qualifications

As a basic requirement for entry into the SES, you must have progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization.  The ideal candidate will have experience supervising a large number of employees through subordinate supervisors and have experience hiring, developing, and, evaluating employees. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or non-governmental organization.  Your experience should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:

  • Directing the work of an organizational unit;
  • Ensuring the success of one or more specific major programs or projects;
  • Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance;
  • Supervising the work of employees; and exercising important policy-making, policy-determining, or other executive functions.

If your experience does not include these basic qualifications you will not be determined qualified for this position.  You must fully address each ECQ and MTQ.  If you fail to do so, you will be rated as ineligible.

EXECUTIVE CORE QUALIFICATIONS (ECQs): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. If you fail to do so, you will be rated as 'ineligible.' You must limit your narrative to two (2) pages per ECQ. When uploading your ECQs, choose the Supporting Document Type called ECQ.

ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent in this ECQ is ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent in this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualification. You must address each technical qualification separately. You must limit your narratives to two (2) pages per technical qualification. When uploading your MTQs, choose the supporting Document Type called MTQ.

MTQ1: Extensive knowledge of, and experience in managing the planning, development and implementation of fraud, waste and abuse and program results for a large organization.

MTQ2. Professional education and/or significant experience in the accounting or auditing field that has led to recognized, well-established professional status in accounting or auditing.

MTQ 3: Ability to communicate effectively with high level officials in Federal agencies and the private sector.

MTQ 4:Experience fostering relationships with Federal, State, or Local Government entities to promote the economic efficiency and/or detection and prevention of fraud and abuse in Federal programs and activities.


When responding to the MTQs and ECQs, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and MTQs.

Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.

Education

Basic Requirements

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours in

business law. OR

B. Combination of education and experience at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college level education, and training that
provided professional accounting knowledge.

The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester hour requirement of paragraph A, provided that (a) the applicant has successfully demonstrated the ability to perform work of the GS-11 or higher level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Applicants will be evaluated by a Qualifications Review Panel of senior officials. The panel will rate and rank applicants on the basis of the quality and extent of total accomplishments, experience and education. The panel will determine the degree to which candidates possess the required knowledge, skills, and abilities to perform the mandatory technical requirements of the position and the mandatory executive core qualifications requirements. Among the factors the evaluation panel will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications. The Panel will rate and rank your resume against each Mandatory Technical Qualifications and Mandatory Executive Core Qualifications to determine the best qualified candidates. Candidates determined to be best qualified will be referred to the selecting official for further consideration for the position.
