As an Education Program Specialist GS-1720-11, you will be responsible for:

  • The incumbent (trainee) of this position performs professional work for an educationally related program (or group of programs) directed towards improving American education. Program objectives are achieved through the management of grants, contracts, and loans, as well as through professional leadership and expertise.
  • Participates in monitoring for medium-risk grantees; may act as monitoring lead that requires reviewing grantee submitted documentation, leading desk and on-site monitoring activities, writing reports, and conducting follow-up conversations with grantees.
  • Provides technical assistance in the administration and management of funded projects. Advises applicants on requirements for submitting proposals for grants and contracts and appropriate ways of developing program proposals to be submitted in applications.
  • Writes reports and makes recommendations to senior program staff. Prepares designated segments of project documentation and other supporting information.

As an Education Program Specialist GS-1720-12, you will be responsible for:

  • The incumbent serves in a developmental position performing professional work in support of School Support and Accountability; an educationally related program (or group of programs) directed towards improving American education. Program objectives are achieved through the management of grants, contracts, and loans, as well as through professional leadership and expertise.
  • Serves as a program officer in support of formula and discretionary grant programs. Performs assignments related to program review (i.e., monitoring), and providing technical assistance to each assigned grantee. Participates in special initiative, meeting planning; develops and monitors contract activities.
  • Provides technical assistance in the administration and management of funded projects. Provides advice to applicants with reference to requirements for submitting proposals for grants and contracts and appropriate ways to develop program proposals to be submitted in applications. Revises and evaluates proposals under consideration for awards of grants and contracts. Makes funding and policy recommendations to the program staff concerning pending awards and related matters.
  • Interprets program requirements, criteria, rules and regulations, and as directed, comments on proposed regulations and policies.
  • Analyzes issues, synthesizing from previous policy decisions, and apply judgment to new, unique, and complex policy questions, identifying innovative solutions or approaches to resolving long-standing issues. Identify and assess technical assistance needs, recommend technical assistance services, and coordinate support to meet those needs.

Minimum Qualification Requirements

You may meet the minimum qualifications for the GS-11, if you possess the specialize experience, education, or a combination of the two.

Specialized Experience for the GS-11
One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two (2) out of  three (3) of the following duties or work assignments:

1. Experience reviewing program guidance on formula or discretionary grant programs, and an awareness of analytical and evaluative methods and techniques in implementing new procedures and approaches, to identify areas where there may be issues and challenges with respect to discretionary grant programs.  
2. Experience discerning grant program requirements and accountability and the interplay between Federal and State responsibilities. 
3. Experience in the support and/or provision of technical support, on education projects; advising applicants on the requirements for submitting contract or grant proposals.

OR

A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level


Knowledge, Skills, and Abilities (KSAs) 

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Knowledge of education theories, principles and practices and the roles of the federal, state and local governments sufficient to plan, evaluate and advise on funded educational programs, their requirements and problems.

2. Ability to independently develop solutions to resolve problems by application of precedents or established methods and practices.

3. Skill in adapting education principles and practices to projects and problems for which there are no closely related precedents.

4. Skill in oral and written communication. 

Specialized Experience for the GS-12

One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of  three (3) of the following duties or work assignments:

1. Experience in researching, analyzing, evaluating, planning, developing, competing and awarding vital federal grant programs that are of national interest, scope, and impact.

2. Experience interpreting grant programs and their function, and be able to identify areas where there may be issues and challenges with respect to discretionary and formula grant programs and be able to identify the sources necessary to mediate the challenge.

3. Experience in monitoring grantees, including reviewing grantee submitted documentation, and writing monitoring reports and in providing technical assistance in the administration and management of funded projects



Knowledge, Skills, and Abilities (KSAs)

2. Knowledge of the federal grant process to anticipate issues, conceptualizes, and executes strategies to support grant management and provide technical assistance to grantees.

3.Knowledge of qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of assigned programs to assess alternative approaches to education problems, adapt and extend established concepts and methods

4. Ability to resolve basic problems or issues by application of precedents or established methods and practices.

5. Skilled in applying analytical and evaluative methods and techniques in developing of new procedures and approaches to identify and resolve significant issues and problems.

Education

Applicants must meet both the specialized experience and basic requirements listed below for GS-11/12:

A. Degree:  that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

B. Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.

or

C. Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.

or

D. At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.

Three years of graduate-level education leading to a Ph.D. OR A Ph.D. or equivalent degree if related

Combination of education and experience.

Telework: During the current period of mandatory telework required by the Agency’s COVID-19 response, telework will be mandatory.  When it is determined the Agency will be moving to the reopening phase, employees will be expected to physically return to the office of their official duty locations.  Telework days and any required waiting period for eligibility will be determined at that time.
