This announcement provides the opportunity for an Audit Manager / Program Analysis Manager (Audit Operations) in the Office of Audit, Audit Operations, located in Arlington, Virginia.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Manager Band level, equivalent to a GS-14. The salary range for this position is $126,233.00 - $164,102.00. The salary figures INCLUDE locality pay.

The successful candidate will provide managerial direction in all activities related to supporting the Office of Audit in data analytics, statistical sampling and analysis, and coordination with other components within the organization. The candidate will oversee a team that creates a diverse repertoire of analytical reports and dashboards using a variety of software applications to identify, visualize, and provide data insights to auditors. The candidate must possess a broad knowledge of fraud, analytics methods and techniques, database systems, and the ability to apply this knowledge in a manner that enhances the effectiveness of the organization.

  • Responsibilities include the day-to-day management of the Office of Audit's data and quantitative analytics and research work; collaborating with peers, Office of Audit directorate personnel, and other OIG component personnel to assure effective products and services; providing training to and sharing quantitative analytics with Office of Audit personnel; and otherwise ensuring continuous progress toward stated group and Office of Audit goals.
  • Provides authoritative advisory of the application of a wide range of analytical concepts, policies, practices, methods, techniques, services and/or develops authoritative policy interpretations in the fields of quantitative and information analytics.
  • Oversight of analysts performing quantitative and information analyses using various data collection methods to formulate analytical models, reports, and tools identifying trends, indicators of potentially fraudulent activities, irregularities, outliers, and correlations.
  • Reviews work products ensuring they follow agency policies, procedures, and guidelines consistent with program plans.
  • Provides insight and assessment of applications of federal laws pertinent to the United States Postal Service, operations, and activities when collecting, sorting, evaluating, and disseminating information.
  • Maintains liaison with other components, agencies, and appropriate organizations as needed.
  • Influence senior leadership to adopt new ideas, projects and / or approaches.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

  • Bachelor's Degree from an accredited college or university (must submit transcripts)
  • Specialized experience responsible for establishing and leading complex, multi-location (organization-wide) audits, evaluations, assessments, and / or reviews at an Office of Inspector General or similar audit organization.
  • At least 4 years of specialized experience in researching, analyzing, and resolving complex statistical and data analytics projects.

DESIRABLE QUALIFICATIONS
  • Advanced Degree in areas such as data analytics or science, accounting, business, public policy, economics, statistical analysis, or other related fields from an accredited college or university (must submit transcripts)
  • Professional Certification(s), i.e. CPA, CISA, ITIL, PMP, CFE, or in other areas of fraud, quantitative analytics, and/or data analytics
  • Experience supervising personnel and projects.
  • Experience with data analytics and data visualization tools like Excel, Power BI, SAS, ACL, Python, and R-Programming (and other programming tools), and Microsoft Office Suite.
  • Knowledge of cloud-based enterprise IT solutions
  • Knowledge of Postal Service operations and data systems.

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Mastery of the theories, practices, methods, and techniques of auditing, statistics, and data analytics sufficient to plan, conduct, and lead difficult assignments involving interfaces and inter-relationships between and among programs, functions, policies, and various issues.
  • Demonstrated experience using project management best practices in leading, planning, and conducting complex analyses; setting and managing priorities to complete projects on time; evaluating performance and handling disciplinary actions, as appropriate; identifying developmental and training needs; supporting agency priorities; and promoting maximum staff utilization, development, and collaboration.
  • Skill in overseeing and participating in the development of audit policy guidance including directives, memoranda, etc.
  • Experience with data and statistical analyses using a variety of tools and languages (e.g., SAS, Esri, SQL, Python, R, ACL, PowerBI, or standard MS Office products) at a level sufficient to identify and utilize appropriate techniques to plan and track audits; analyze, interpret, and display (visualize) complex data results; and present findings.
  • Ability to communicate effectively, both orally, in writing, and visually, facts and circumstances to convey matters of a complex data and statistical nature that is concise and appropriate for the targeted audience.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
