Duties

This position is located in the Office of Field Operations (FO), Special Operations Division (SOD), Enforcement Support Branch (ESB), Victim Witness Assistance Program (VWAP) located in Washington D.C.

The primary purpose of this position is to serve as the Supervisory, Victim Witness Assistance Program Manager and expert consultant and advisor to the Office of Field Operations (FO), Special Operations Division (SOD), Director and Deputy Assistant Director (FO) on the Victim witness program and broad comprehensive information and issues impacting the Bureau and its relationship with other agencies on the Victim/Witness Assistance Program (VWAP).

As a Supervisory Victim/Witness Assistance Program Manager, GS-0301-14, your typical work assignments may include:

  • Establishes internal guidelines and procedures for promoting field office compliance with mandated regulations and reporting and procedural requirements.
  • Provides bureau-wide VWAP training and technical assistance.
  • Measures VWAP effectiveness and efficiency through analysis of quarterly and annual reports.
  • Plans and implements program policy.
  • Procures, creates, and disseminates information resources needed to advance the goals and objectives of the VWAP throughout ATF.

This is a non-bargaining unit position.

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee’s duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

MOBILITY PLAN:  New employees hired pursuant to this vacancy announcement must sign a mobility agreement.  The purpose of ATF’s mobility policy is to enhance career development and progression, and achieve mission and business effectiveness.  To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Applicants who decline to sign a mobility agreement, as required, will be removed from the hiring process.

Qualifications

To qualify for GS-14 (starting salary is $122,530) candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-13.

GS-14 – You qualify if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal, State, or Local government or equivalent public or private sector experience, performing the following duties:

  • Assists in the development and implementation of on-going training programs; AND
  • Assists case agents in the field with victim and witness resource and service needs; AND
  • Evaluating program effectiveness and recommends revisions for the program; AND
  • Assists victims of violent crimes, or their survivors, with all relevant resources and services; AND
  • Experience communicating orally and in writing (i.e. reports and briefings)

Note: Candidates must have extensive prior experience providing direct support and services to victims and witnesses of crimes. It is preferred that candidates have program management experience.

Substitution of education in lieu of specialized experience may not be used for this grade level.

The GS-14 salary range starts at $122,530. If you are a new federal (civil service) employee, your starting salary will be set at the Step 1 for this position and the grade level for which you are selected.
