The Social Worker Program Coordinator manages the administrative and clinical aspects of all three specialty residential treatment programs including PTSD (PTSD-RRTP), Substance Abuse (SARRTP), and Psychosocial Rehabilitation (PRRTP). The incumbent has responsibility for coordinating interdisciplinary staffing (for each of the three units) which includes one full-time psychiatrist, one full-time psychologist, one full-time social worker at the level of GS-12, GS-11, or GS-9, depending on current staffing, RNs and LPNs, recreational therapists, vocational rehabilitation specialists, psychology technicians and peer support counselors. The incumbent coordinates work assignments, budget, provision of treatment services, and admission criteria of each program. The incumbent also provides direct supervision and matrix supervision.

The incumbent provides matrix program management to interdisciplinary staff including but not limited to psychiatrists, psychologists, peer support specialists, nursing, and ancillary staff in all MH RRTP programs. In conjunction with the Mental Health Social Work Section Chief and the management team, the incumbent plans, organizes, and directs administrative, operational, patient and personnel activities for the service.

Functions and responsibilities of the position include, but are not limited to:

  • Responsible for the public health and safety of all patients and staff in the MH RRTPs.
  • Responsible for strategic planning of residential programs to ensure the delivery of high quality, comprehensive, recovery-based services for Veterans, monitoring progress towards and outcomes of strategic plans. Plans, develops, and implements actions to meet short and long term goals and objectives consistent with programs' strategic plans.
  • Provides administrative control and programmatic leadership for the specialized MH RRTP programs and ensures a full range of professional and direct care services.
  • Develops relevant theoretical frameworks, designs appropriate assessments/treatment methods, and conducts appropriate basic and applied research.
  • Responsible for management/administration of MHRRTP budget and physical resources.
  • Provides direct clinical and administrative supervision to GS-12, GS-11, and GS-9 Social Workers, depending on current MH SW staffing.
  • Provides matrix program management to interdisciplinary staff including but not limited to psychiatrists, psychologists, peer support specialists, nursing, and ancillary staff in all MH RRTP programs. Management of program staff also includes psychiatry residents, psychology and social work interns, nursing students, and other trainees.
  • Assigns/allocates program resources to maximize clinical benefits for Veterans including assignment of clinical duties to program staff, monitoring and requesting of supplies, program space, and other resources as needed.
  • Monitors all aspects of the programs using data-driven quality assurance processes, collects data on all aspects of program function, Veterans in program, and staff duties including documentation, and prepares all reports as required.
  • Implements strategies and actions to improve programs based on data analysis and stakeholder feedback and summarizing these processes in appropriate reports.
  • Coordinates research and program evaluation projects and develops appropriate training programs in conjunction with educational institutions.
  • Ensures compliance with complex procedures and statutes in licensing, clinical privileging, and continuing professional education.
  • Responsible for programs/staff complying with all requirements established by the Department of Veterans Affairs, Joint Commission and CARF by developing and implementing procedures and policies, preparing all required evaluations and reports, preparing for and passing all accreditation requirements/site visits, and informing/training staff to comply with all requirements and procedures.
  • The incumbent has both local and national level responsibility for the continued professional and scientific development of the MH RRTPs.
  • Establishes a research and training program within the MH RRTP that promotes advances in areas related to MH RRTP.
  • Responsible for developing and implementing outreach and education efforts to community and Veterans organizations and events, other VA clinics, medical centers and Vet Centers.

BASIC REQUIREMENTS:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part.
  • Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE).
  • Licensure. Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
GRADE REQUIREMENTS

In addition to the Basic Requirements provided in VA Handbook 5005, Part II, Appendix G39, paragraph 3, of the Social Worker Qualification Standard GS-0185 Veterans Health Administration, the following are the grade requirements.

Grade Determinations:
  • Experience: One year of experience equivalent to the GS-12 grade level.. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
  • Education: Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
  • Licensure. Individuals assigned as Social Worker (Program Coordinator) MUST be licensed or certified at the Advanced Practice Level AND must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities:
In addition to the experience above, the candidate must demonstrate all of the following KSAs:
  • (a) Skill in coordinating and implementing one or more specialty program(s), across the facility.
  • (b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
  • (c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
  • (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
  • (e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
  • (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
  • (g) Knowledge of organizational structure and impact on program operations.

The full performance level of this vacancy is GS-13.

Physical Requirements: It is VA policy to ensure that all selected applicants and employed personnel are physically, mentally and emotionally fit to perform the duties of the position to which assigned. A pre-placement physical examination is required for all full-time, part-time and intermittent employees identified by VA Directive and Handbook 5019. The pre-placement physical examination shall be completed prior to appointment to determine the physical and mental fitness for candidates for appointment in VA. The examination will be concerned with the mental and physical ability of the applicant to satisfactorily perform the duties of the proposed assignment and will include requisite laboratory and other screening as required by Federal regulatory agencies. The work is primarily sedentary, but may require some walking, bending, stooping, standing, stretching and carrying objects. The physical demands of the work requires use of fingers; moderate walking and standing; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in on eye to 20/20 and to 20/40 in the other; hearing aid permitted; clear speech; emotional stability; moderate duty.
