Duties include:

  • Overseeing the VHA's Senior Executive Service (SES) and SES Equivalent (EQV) performance management process.
  • Serving as the expert in SES performance management, SES standards, performance review board process, procedures, and policies; pay issues; SES certification, OPM Presidential Rank Award Committee and its roles and responsibilities, SES mid-year reviews, performance awards (including annual bonuses, Presidential rank awards, and incentive awards.
  • Developing strategies and implementing program goals and objectives that integrate VHA/VA objectives. This include developing and documenting long-and short-range planning efforts, and reviewing long-and short-range plans, resources projections, priorities, justification, etc.
  • Identifying and scheduling training for staff to correct skill gaps and enhance knowledge.
  • Making recommendations for awards to recognize good performers.
  • Scheduling and approving funding, as well as allocating resources for mission-critical competencies.
  • Serving as the principal advisor with VHA staff offices, the Corporate Senior Executive Management office (CSEMO), and other Federal agencies on SES performance management processes.
  • Providing guidance, advice, and assistance to employees on personnel matters to include awards, pay compensation, orientation, training, and development.
  • Serving as management advisor to the VHA senior executive incentive awards program.
  • Advising on technical matters, with responsibility for analyzing, evaluation, planning, facilitating decision-making, coordinating staff support, and ensuring the execution of all goals and initiatives.
  • Serving as a senior level advisor and consultant for VHA on performance management issues and providing managers with interpretations of the agency's performance management procedures, practices, policies, and guidelines.
  • Counseling managers on performance situations with potential to generate administrative or negotiated agreement grievances, EEO complaints, such as performance-based adverse actions.
  • Providing management advisory services in coaching, counseling, recognizing top performers, and taking appropriate actions on performance management issues for SES and SES EQV positions.
  • Administering the senior executive employee appraisal and award programs, including the evaluation of the program.
  • Assisting the co-chairs with all responsibilities and activities of the VHA Performance Oversight Committee (POC).
  • Managing the responsibilities and activities of POC, including recommending policies and procedures, advising on technical matters, facilitating decision-making, coordinating staff support, managing its proceedings, obtaining and communicating recommendations from senior VHA management, preparing the Co-Chairs and Committee members for meetings, developing committee recommendations for the Network Director and Secretary's approval, overseeing preparation of correspondence related to senior executive performance actions, briefing the Committee or senior management on activities, and serving as liaison with other Department office concerning these actions.
  • Coordinating annual ECF Performance Contracts/Plans, and assisting in the coordination and execution of annual monetary award spending.
  • Providing program quality assurance and serving as an instructor and advisor both to WMC staff and POC liaison staff in the Veterans Integrated Service Networks (VISNs) and VHACO Program Offices.
  • Maintains the rating schema to identify lines of authority,
  • Overseeing performance management processes and procedures, including SES performance management certification, distribution of awards and other matters related to executive performance.
  • Overseeing the development of new or proposed performance management policies, procedures, and guidelines for agency-wide use.
  • Working with managers to develop VHA strategies and contingency plans to accommodate changes in guidance resulting from higher-level rulings or decisions involving performance issues.
  • Directing staff to conduct organizational/management reviews, special studies, and projects, and preparing position papers.
  • Developing and presenting training material.
  • Leading, guiding, and supervising the professional and support staff, to include assigning work, developing performance standards, evaluating performance, interviewing candidates and recommending selection, hearing and resolving minor complaints, and effecting minor disciplinary action, etc.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience developing strategies and implementing program goals and objectives that integrate VHA/VA objectives; experience serving as an advisor and consultant for VHA on performance management; knowledge of VHA performance management issues, policies, and processes; experience managing an awards program for Executives that includes working with a Performance Manager to analyze, evaluate, plan, and coordinate the awards requirements; experience conducting periodic expenditure analysis and cost projections for ordering award supplies, and preparing budget quotes, adjustments, invoices, and expenditure summary reports; experience developing new or proposed performance management policies, procedures, and guidelines; experience developing and presenting training materials; and experience supervising or leading staff.

Physical Requirements: Work is primarily sedentary and involves use of a personal computer; a degree of manual dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required in that incumbent lifts and carries reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the worksite. No special physical demands are required.
