The Inspector General of the Department heads an independent and objective organization responsible for audit, investigation and other inspection services related to programs and operation of the Department.  The Inspector General provides leadership and coordination and recommends policies for activities designed to promote economy, efficiency and effectiveness in the administration of programs and operations as well as to promote and detect fraud and abuse in such programs and operations.  The Inspector General is the principle advisor to the Secretary of the Department on the above matters and is responsible for keeping the Secretary and Congress fully and currently informed about problems and deficiencies relating to the administration of the Department’s programs and operations and the necessity for and progress of corrective action.

The Office of the Inspector General (OIG) consists of the following five components:

• Immediate Office of the Inspector General

• Investigation Services

• Audit Services

• Management Services

• Information Technology Audits and Computer Crime Investigation (ITACCI)

The incumbent serves as the Chief of Staff for the agency, providing executive support to the IG, DIG, and senior OIG leadership and reports to the IG. 

The incumbent supports OIG requirements through management of plans, programs, and resources for the benefit of OIG daily activities of the Immediate Office of the IG, in accordance with the IG Act of 1978, as amended, and the Council of the Inspectors General on Integrity and Efficiency (CIGIE) standards.

Provides liaison among the OIG units and the Immediate Office of the IG. Conceives and designs proposals that will improve work processes, programs, and operations. These proposals are conceived and designed to increase productivity, quality of work, and efficiency of systems. The incumbent develops new and unique methods of measuring and evaluating productivity of staff. 

Provides guidance and direction to staff in directing the disposition of incoming items; directs the matters to the appropriate OIG officials; and discusses actions needed and follows through to ensure proper completion. Coordinates assignments made to staff units by the IG or DIG.

Handles specific internal problems or issues, as required by the IG or DIG, and recommends solutions or corrective action.

Plans and carries out assignments on a wide variety of important and complex problems and matters arising from the continuous operation of the OIG. Conducts special studies and analyses of particular agency programs and activities as requested by the IG or DIG. Presents findings, opinions, conclusions, and formal policy recommendations for use in making decisions that affect policy and programs.

Qualifications

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills, and abilities to perform the duties of the position.

Qualifying Specialized Experience must demonstrate the following:

Experience in conceiving and designing proposals that will improve work processes, programs, and operations.

Experience in coordinating assignments among multiple staffing units.  

Experience in planning and carrying out assignments on a wide variety of important and complex problems and matters. 

Experience in a providing expert counsel and assistance on organizational challenges and preparing memoranda or other documents. 

Experience in solving highly complex, sensitive, or ambiguous challenges facing the organization using seasoned judgment and knowledge of personnel operations. 


Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge of policies, regulations, precedents and planning guidelines, and processes.

Knowledge of a broad range of qualitative and quantitative methods for assessing and improving program effectiveness and complex management processes and systems.

Knowledge of program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the effectiveness of program accomplishments.

Skill in research and fact-finding to research programs, draw conclusions and make recommendations for improved processes and procedures.

Ability to asses relationships with other programs impacting agency goals and objectives.

Education

Bargaining Unit: This position is not included in the bargaining unit.

We use a multi-step process to review and evaluate applicants:

1.    Eligibility and Minimum Qualifications

2.    Rating and Ranking
