The incumbent serves as a Deputy Assistant Inspector General for Audit (DAIGA) within the Office of Inspector General (OIG), Office of Audit.  The incumbent is responsible for leading change, demonstrating personal leadership that inspires others to achieve organizational goals, and establishing, monitoring, and adjusting systems and processes to deliver organizational goals and achieve results. 

Responsibilities

The ideal candidate will perform the following duties: 

  • Oversees the work of several directorates that perform complex, nationwide audit or evaluation assignments reviewing various programs carried out by the Agency, state agencies, grantees, or contractors.
  • Manages human capital activities for his/her area of responsibility. As necessary, this includes overseeing the development of statements of work for contract audit services and ensuring proper contract monitoring is performed.
  • Inspires, motivates, and furnishes opportunity to all personnel participating in training, reassignments, details, and other actions which prepare for their advancement and support succession planning for the organization.
  • Maintains a working knowledge of environmental and human health issues, policy development, and program progress that can affect Office of Audit oversight.
  • Prepares and participates in briefings for senior-level officials within the OIG and oversees the development of memoranda and complex audit or evaluation reports that clearly communicate the findings of organizational activity.

This is a Public Trust Position. Employment in this position requires a background investigation. Depending on your status, this position may require serving a 1-year probationary period.

Qualifications

All applicants must meet one of the following series requirements to qualify: 

Basic Requirements for Performance Auditors

  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

    or

  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

              A. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or

              B. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

In addition to the above mandatory education requirement, all applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level or equivalent band level of responsibility in the Federal Service.

Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following: 

GS-15:  

1)  Overseeing and providing direction in areas related budget execution, procurement, contracting support services, space facilities and property management, human capital, internal controls, and management analysis and planning; 

2)   Overseeing audit and evaluation work of multiple teams;

3)   Evaluating and implementing necessary process improvement actions to increase operational efficiency;

4)   Communicating with multidisciplinary staff to provide technical guidance and make recommendations to resolve sensitive and/or controversial issues; AND

5)   Preparing and participating in briefings for senior-level officials.

Continuing Professional Credits (CPE) and/or Continuing Education Units (CEU) may be converted into academic credit hours when evaluated by both higher education institutions and special examining and assessment services.  You must submit the CPE/CEU evaluation along with your transcripts. CEU/CPEs are most commonly converted via a formula that considers at least ten (10) CEUs to equal a single academic hour.  The most authoritative U.S. guide to CEUs is provided by the International Association for Continuing Education and Training (IACET).  Information on converting CEUs to academic credit hours, and vice versa, is provided by the American Council on Education (ACE).

  • - One semester hour is equal to 15 CPE credits.
  • - 1 CEU equals 10 contact hours, 3 CEUs equal 1 semester hour and 30 contact hours equal 1 semester hour.

There is no substitution for specialized experience at this grade level.
