Duties

Help
  • Supervises and leads a staff of Program Analysts in all areas of program administration.
  • Manages staffing requirements, personnel actions, and other human capital actions.
  • Manages the programs budget activity. Oversees billing actions, conducts audits and reconciles the programs purchase orders and procurement actions.
  • Oversees the property accountability officer. Ensures inventories are conducted and information updated in the Defense Property Accountability System to verify accountability of all property.
  • Drafts policies to address administrative issues.
  • Supervises the organizations training program, including tracking compliance with mandatory training, processing payments, and identifying training needs.
  • Supervises the programs personnel. Manages workloads, defines work standards and conducts performance appraisals.

  • Position has been designated as Security designation level of Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information security clearance.

  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

You must have 52 weeks of specialized experience at the GS-13 grade level in the Federal service or equivalent level. Specialized Experience is defined as: (1) Forecasting staffing needs, submitting requests for personnel actions and coordinating hiring actions with a human resources office. You must have experience with automated staffing systems such as USA Staffing. (2) Managing an organization's human resources activities, including time and attendance, leave management, and preparing documents related to personnel actions. (3) Managing property accountability for an organization's physical property. This includes experience conducting inventories, issuing hand receipts and entering information in a property management systems such as the Defense Property Accountability System. (4) Managing purchasing, billing, and procurement for an organization. This includes managing a purchase card program, creating purchase requests and conducting annual financial audits.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education

There is no substitution of education for the qualifying experience at the GS-14 Grade level.
