DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Duties

Help

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of Mexico OCS Region (GOMR), Office of Environmental Compliance, Environmental Monitoring Unit in Jefferson, LA.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:

1. Advises on BSEE pollution prevention and control regulations and standards for chemical handling, storage, use, and treatment and the associated potential to affect marine and coastal waters.
2. Serves as a lead advisor on matters related to coastal and marine water quality as covered under the Clean Water Act (CWA), the Outer Continental Shelf Lands Act (OSCLA), the Marine Protection, Research, and Sanctuaries Act (MPRSA), and other legislation, particularly related to water quality on the Federal OCS.
3. Oversees office compliance monitoring and verification of operational reports and industry's Post Activity Submittals (PAS) as it relates to their field of expertise, which includes requisite documentation submitted after OCS operations are complete (in part or in whole) to verify/record compliance with environmental standards.
4. Oversees, schedules, and conducts field efforts regarding water quality compliance monitoring, including work conducted for 1) EPA NPDES Inspections, 2) mitigation, stipulation, and Notices to Lessees and Operators (NTLs) compliance verification and enforcement, and 3) coordination with industry contacts, BOEM studies/program leads, and other Federal, State, and private groups.
5. Advises on the effectiveness of the NPDES Permit effluent limitations based offshore chemicals use, make-up of liquid and solid waste generation, and impacts to the marine environment through office and field compliance verification.
6. Assesses and reports on the effectiveness of BOEM exploration and development Plan requirements and any related mitigations placed on BSEE permits based on offshore chemicals use, make-up of liquid and solid waste generation, and impacts to the marine environment observed through office and field compliance verification.

The BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information
GS-13: (Step 1) $94,373 - (Step 10) $122,683 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.

SUBMISSION OF TRANSCRIPTS IS REQUIRED.

(1) Basic Educational Requirements:

Environmental Scientist (0401)

A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Physical Scientist (1301)
A. Degree:
physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

-OR-

B. Combination of education and experience: A combination of education and experience-- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

AND

(2) Specialized Experience:

To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

1) performing environmental monitoring of systems, processes, and equipment to meet Clean Water Act discharge standards and/or pollution prevention and control standards.
2) performing compliance verification reviews or monitoring of discharges under the Clean Water Act and/or pollution prevention and control standards; and
3) conducting or overseeing site inspections and/or investigations to assess Clean Water Act compliance and preparing requisite reports.
