As a Senior Single Family Housing Specialist (QAD), you will:

  • Act as HUD expert and advisor on the lender origination and servicing practices required for compliance with Title I and Title II, Fair Housing and RESPA. Employ judgment and initiative in the selection and interpretation of statutory, regulatory, handbook and other requirements that are applicable to the risk management function. Exercise judgment in interpreting and applying guidelines in responding to and solving problems and dealing with controversial issues.
  • Perform reviews and analyzes reports from on site reviews of Title I and Title II lenders to determine compliance with loan origination and servicing procedures and requirements, Fair Housing and RESPA. Analyze information obtained from the onsite review or compliance review and independently may contact HUD offices, the industry sources, local government offices and the general public, in obtaining further information to support, allegations of violations of FHA requirements, contained in the review report.
  • Recognize facts and evidence and is able to assemble, correlate and analyze information obtained in reviews and investigations. Prepare correspondence, technical back-up documentation, status reports, schedules and other information for referral to the Division Director and/or HUD Headquarters for action or implementation. Write in a concise, clear manner and fully documents all reports. When appropriate, prepare referrals for administrative or enforcement action.
  • Identify and formulate plans or policies for insured programs relating to risk management and participant monitoring. Recommend amendments to statutes, regulations and handbooks. Participate in establishing HUD policy and procedure formulation affecting lenders, for the Homeownership Center and the Headquarters Office of Lender Activities and Program Compliance.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Performing compliance monitoring through quality control process of Federal Housing Administration (FHA) Single-Family mortgage loans; AND
- Applying FHA compliance requirements on items, such as; credit reports, asset and income documents, and appraisals, and loss mitigation documentation; AND
- Analyzing information regarding risk assessment to make decisions regarding acceptability of risk level based on FHA guidance; AND
- Recommending policy changes regarding risk for lending and servicing policies.


Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. CONDITIONS OF EMPLOYMENT:
