Duties

Help

This position is in the Immediate Office, Investigative Support Branch located in Washington, DC, under the Investigations Division.

If selected as the Assistant Special Agent in Charge (ASAC), your responsibilities would include, but would not be limited to: enforcement and administrative activities within the field office jurisdiction under the direction of the SAC. Work assignments include, but are not limited to:

  • Serves as a national program manager of the firearms, control tactics, and fleet programs.
  • As the Training Officer for the Investigations Division, responsible for training development and development of criminal investigative and professional staff. Facilitate training programs and ensure compliance with Council of the Inspectors General on Integrity and Efficiency standards.
  • Coordinates the OIG response in support of Emergency Support Function-13 activations.
  • Responsible for oversight of the Division's Undercover Program; ensuring that these operations are in conducted accordance with applicable law and policy.
  • Participates in the internal office inspection program for Investigations Division and as a team member for peer reviews of other Offices of the Inspector General.
  • Conducts or participates in conducting sensitive and complex internal, administrative, and criminal investigations.
  • Facilitate Security and Emergency Planning with OIG's Management and Planning Division.
  • Supervise an Information Technology Specialist with program oversight of law enforcement databases and the Division's Intranet SharePoint sites.

Qualifications

To qualify for this position at the GS-14 grade level, you must have at least one year of specialized experience at, or equivalent to, the GS-13 Federal grade level. This experience must include supervising a team engaged in conducting comprehensive investigations encompassing allegations of criminal misconduct, serious administrative infractions or integrity violations involving individuals, groups, or large organizations. Types of investigations include violations of Title 18, United States Code, including fraud, bribery, larceny, embezzlement, collusion, conflict of interest, civil rights violations, contract fraud, and other Federal criminal violations.

Time-in-Grade: Federal employees must meet time-in-grade requirements for consideration.

FERS/CSRS RETIREMENT INFORMATION:
This position is under "secondary" law enforcement retirement coverage provisions. Law Enforcement Retirement: This position meets the criteria for the special retirement provisions under both Civil Service Retirement (CSRS) and the Federal Employees Retirement System (FERS).
Transfer Requirement for CSRS: To be eligible for secondary coverage, an employee must transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position. Must be continuously employed in a secondary position since transferring from a primary position without a break in coverage exceeding 3 days. Except: a break in employment in secondary positions which begins with an involuntary separation (not for cause); voluntary breaks in service, which began prior to January 20, 1988.

Transfer Requirement for FERS: To be eligible for secondary coverage, an employee: while covered under the retirement provisions moves directly (without a break in service exceeding 3 days) from a primary/rigorous position to a secondary position; AND completes 3 years of service in a primary/rigorous position, including any such service during which no FERS deductions were withheld; AND must be continuously employed in a secondary position or positions since moving from a rigorous position. Except: a break in employment in secondary positions that begins with an involuntary separation (not for cause).

Employees subject to special retirement coverage for law enforcement officers must retire at age 57 upon completing 20 years of law enforcement service under the special retirement provisions. If these 20 years of service are not attained at age 57, mandatory retirement is required upon completion of 20 years of service.

COMPETENCIES NEEDED FOR THIS POSITION ARE:
1). Ability to plan, organize, and conduct sensitive and complex criminal investigations, including those related to bribery of public officials, misconduct, theft, contract/grant fraud, conflicts of interest, and civil rights violations.
2). Skill in communicating, in both oral and written form to convey complex facts, circumstances, and evidence in a manner that is easily understandable by a variety of audiences, such as supervisors, prosecutors, judges/juries, and agency decision makers.
3). Skill in performing search warrants, arrest, handling informants, and working/organizing undercover operations.
4). Ability to conduct physical and electronic surveillance utilizing a variety of audio, video, and photographic equipment to record evidence.
5). Knowledge of criminal laws, Federal rules of procedures, rules and evidence, investigative principles, techniques, precedent court decision, laws and decisions relating to searches, seizures and arrests.
