Duties

Help

As an Emergency Management Specialist, this position functions as both the CG Remedial Action Management Program (RAMP) Coordinator and Contingency Preparedness System (CPS) Administrator, responsible for assisting with the management of the CG Exercise and After Action Programs. 

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Planning and preparing reports, correspondence, memoranda, issue papers, and responses to Congressional, Department of Homeland Security (DHS), and other government agency inquiries.
  • Overseeing the RAMP funding process and recommending policy and process changes to improve it.
  • Serving as a Contingency Preparedness System (CPS) subject matter expert, assisting in the review of the emergency management plan information and exercise documentation maintained in CPS, and providing help desk support to CPS users.
  • Working closely with the CG C5IT enterprise to oversee maintenance of CPS and development of new capabilities.
  • Approving and releasing After-Action Reports for USCG-wide usage in the CPS upon the satisfactory completion of quality and program reviews.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

As required by Executive Order 14043 and guidance issued by the Safer Federal Workforce Taskforce, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee’s duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. Qualifications

At the GS-13 level: Applicants must have at least one year of specialized experience equivalent to at least the GS-12 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. 

Specialized experience includes the following:

  • Providing advice, guidance and policy assistance to various agencies and international work groups related to emergency preparedness programs;
  • Maintaining liaison with other agencies and performing inter/intra agency coordination work;
  • Developing metrics to evaluate the effectiveness and efficiency of an emergency management programs;
  • Collecting and analyzing information, and presenting findings on complex program issues or problems.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  4. Expert knowledge of project management principles, including conception and initiation, execution, performance/monitoring, communications, risk management, stakeholder management, time management, costing and project close.
  5. Ability to use standard Microsoft Office applications.
