This announcement provides the opportunity for a reassignment/promotion to the position of Network Operations Manager position in the Office of Chief Information Officer (CIO) located in Arlington, VA. The successful candidate will be responsible for leadership, direction, and strategy for agency-wide information technology solutions, operations and maintenance within the network and telecommunications environments.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on 02/04/2022 will be considered.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Manager Band level, equivalent to a GS-14. The salary range for this position is $132,810.00 - $170,679.00. The salary figures include locality pay.

  • Direct day-to-day operations and maintenance of agencies networking, video and telecommunications technology and infrastructure.
  • Plans, organizes, and conducts research on complex infrastructure and client support issues that involve major areas of uncertainty in approach, methodology, or interpretation to identify appropriate solutions.
  • Assures implementation by subordinate staff of the goals and objectives of an agency-wide program, implement established goals and objectives, assess measures that evaluate performance, and make recommendations for program improvement.
  • Identify and resolve unique issues where no policy exists, recommending innovative actions to address new needs and/or issues.
  • Provide reports to IT management regarding network system performance, utilization, and compliance.
  • Represents the Office of the Inspector General in meetings with high-level officials from the United States Postal Service, other agencies, vendors, and members of external organizations. Responsibilities including presenting results of assessments and studies (which may be complex or controversial), negotiating agreements, and influencing approval and implementation of agency-wide solutions and plans.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

  • Bachelor's Degree from an accredited college or university
AND
  • At least 6 years of related professional experience that includes specialized experience in the Information Technology (IT) field or through the performance work where the primary concern is IT that has equipped you with the competencies, knowledge skills, and abilities to successfully perform the duties of the position. Specialized experience is described as experience planning and implementing the integration of network infrastructure data, voice, and video systems; diagnosing and resolving network problems/issues; and configuring and maintaining data/voice/video system requirements and specifications
AND
  • At least three (3) years as a manager or supervisor that includes managing a budget, Equal Opportunity Programs, training subordinates, directing teams and projects, making work assignments, implementing goals and objectives of an agency-wide program, and evaluating performance

DESIRABLE QUALIFICATIONS
  • Advance degree in Information Technology Systems for related field
  • Current Industry Certifications in one or more of the following: Cisco (CCNA, CCNP, CCIE), Microsoft (MCSE, MCP), Information Security (CISSP)

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration.   • Knowledge of advanced network systems and engineering concepts to include: Transmission Control Protocol (TCP), OSPF, BGP, EIGRP, VRF, VDC, LISP, Dot1Q, VTP, STP, VLAN, Etherchannel, Port-channel, LACP, RSTP, Port Security 802.1x, NTP, GRE, GetVPN, NAT-T, RADIUS, ACL's, 802.11b/g/n/ac, LWAPP, VRF, Internet Protocol (IP), Multi-protocol Label Switching (MPLS), Ethernet, Gigabit Ethernet, Domain Name Service (DNS), Dynamic Host Control Protocol (DHCP), Remote Desktop Protocol (RDP), Secure Sockets Layer (SSL), Call Center Technologies, Session Initiated Protocol (SIP) and Video (H.323) and Internet Protocol Security (IPsec).
  • Knowledge network monitoring and management tools, techniques, best practices, and other technologies in an enterprise, multi-location environment, including demonstrated experience with architecture and design, network modernization and operation, network management systems, change control/configuration and vendor management.
  • Mastery of, and skill in, using project management best practices to supervise, plan, budget, and conduct complex projects, and in providing coordination and support to agency priorities. Skill in managing employees and/or projects with an emphasis on promoting maximum staff utilization, development, and handling disciplinary issues.
  • Skill in defining problems, analyzing alternatives; and recommending solutions to difficult information technology operations problems.
  • Experience in motivating, managing, mentoring, and developing subordinates.
  • Ability to communicate effectively, both orally and in writing, to express and present ideas clearly and concisely.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
