Duties

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications (MTQs) below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Failure to meet basic qualification requirements and all mandatory technical qualifications listed automatically disqualifies an applicant.

Specific Duties

The incumbent carries out the following specific responsibilities:

1. Directs the overall planning, development, and coordination of department-wide strategic planning,
implementation, and responses for legislative requirements for wildfires/wildland fire, including
those in the Infrastructure Investment and Jobs Act.
2. Provides executive level briefings on relevant wildland fire collaboration and collaboration
activities to the Secretary, Deputy Secretary, Assistant Secretaries, Bureau Directors, and Office
Heads. Ensures briefings are clear, concise, present all stakeholder concerns, and offer
resolutions/recommendations for senior leadership evaluation.
3. Coordinates directly with the Departmental Program Managers for the legislation to communicate
status for wildfire compliance, evaluate issues, activities, and projects that are of national interest.
Ensures these issues are briefed to the subject matter experts and senior leadership.
4. Plans, coordinates, and oversees major initiatives or projects to develop and implement legislation,
new and existing programs and/or processes that may have Bureau or Department wide application.
Develops and implements program policies, plans, guidelines, proposals, processes and
recommendations on issues which cross functional, organizational and jurisdictional lines.
5. Builds and strengthens collaborative and cooperative relationships within Interior, with the
Department of Agriculture, and other external departments and agencies.

1. Demonstrated executive level ability to lead complex programs that involve competing
interests among internal and external groups.
2. Demonstrated executive level ability to collaboratively work across functional and
organizational (federal, state, local, and tribal) lines, internally and externally, in developing
and implementing programs and policies related to program areas.
3. Expert knowledge of and demonstrated competency in the application and implementation
of wildland fire preparedness, response, and fuels management regulations, policies, and
programs.

There is no positive education requirement for this position.

Additional information

The applicant selected for this position will be required to file a Financial Disclosure Report, SF-278, and the supplemental form, Confidential Statement of Employment and Financial Interest, DI-278. All forms must be filed within 30 days after the selection for this position.

The sensitivity level of the position requires completion of a successful background investigation of the selectee. Prior to appointment, applicants tentatively selected for this position may be required to submit to urinalysis to screen for illegal drug use.
