As a Supervisory Management and Program Analyst, GS-0343-14, you will lead and oversee teams performing complex reviews, inspections, and evaluations that enhance the operations of the DOI. This position:

  • Provides supervision, direction, and general oversight to all phases of the technical and administrative operations of division or unit staff, which include auditors, evaluators, and other professional and administrative staff. Plans, assigns, and manages the work of the division or unit; sets goals; establishes timelines; and determines scope and parameters. Identifies the need for special skills or expertise. Provides counsel to staff on administrative and technical matters.
  • Coordinates, plans, and performs complex or sensitive reviews covering Department programs, activities, and its contractors and grantees. Ensures adequacy and compliance of staff performance and completed work products with approved work plans, Office of AIE policies and operating procedures and Council of Inspectors General on Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Evaluation.
  • Prepares written reports and written briefing materials covering work performed and conclusions reached. Synthesizes final products include material submitted by team members according to established guidelines.
  • Briefs internal management orally on the work performed. Attends meetings with DOI management officials of all levels to explain and justify evaluation assessments and recommendations.

  • Time-in-grade requirement - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • Management and Program Analysts in the Office of Inspector General are subject to stringent restrictions on interest in, or ownership of, Federal lands and energy resources. An annual conflict of interest statement is required.

Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.


Minimum Qualifications GS-14:To qualify for this position, you must possess one year of specialized experience equivalent to the GS-13 grade level in the Federal service performing all of the following:

  1. Planning, performing, and leading complex or comprehensive reviews that assess programs or operations for efficiency, effectiveness, and risks;
  2. Leading a team in complex projects, which includes coordinating team member assignments, reviewing work performed by others, and advising on issues encountered;
  3. Performing research and analysis to identify major programs or operations to review as part of a comprehensive work plan; AND
  4. Preparing written reports that summarize work performed and recommendations that enhance program or operation performance.

Education

There is no education substitute for the GS-14 level.
