As the Chief Dental Officer, you are an expert and consultant on oral health issues and serve as the primary HRSA point of contact on oral health. You apply extensive training and professional experience, which demonstrates leadership, professional, technical, administrative, fiscal and programmatic sills in the development and implementation of cross-agency coordination of oral health initiatives.

Your major duties and responsibilities include:

  • Providing advice and guidance to HRSA Senior Leadership on policy development and coordination for oral health issues as they impact HHS and HRSA.
  • Working across HRSA to develop and coordinate critical policy and initiatives with the primary intent to facilitate cross-agency approach to improve oral health coordination and program implementation.
  • Developing cohesive HRSA oral health priorities, goals, approaches and intended outcomes with input and buy-in from agency leadership and internal and external stakeholders.
  • Serving as an expert in policy program/management issues with responsibility for developing, recommending, coordinating, and implementing program improvements and new procedures, which are designed to improve/enhance program performance throughout HRSA.
  • Developing and delivering briefings and actively participates in high-level internal and external policy meetings, task forces, committees, and work groups on behalf of HRSA.

Education


Applicants must have a Doctor of Dental Medicine (DMD) or Doctor of Dental Surgery (DDS) degree from a school approved by the American Dental Association (external link) (ADA) or the Commission on Dental Accreditation (external link) (CODA) or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. You must provide a copy of your unofficial transcript that verifies that you have earned a degree that meets the education requirement with your application package by the closing date of the announcement. Copies of diplomas are not acceptable as verification.


Licensure


Applicants must have passed the National Board Dental Examinations (external link) (NBDE) which are developed and administered by the Joint Commission on National Dental Examinations (external link) (JCNDE) and possess a current, full, and unrestricted license to practice dentistry in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You must provide a copy of your current/active license with your application package by the closing date of this announcement.


Additional Requirements for the GS-15 Grade Level


In addition to the above Basic Requirements, your resume must clearly demonstrate that you have completed one year of professional dentistry work that is equivalent to GS-14 grade level; or experience equivalent to at least the GS-14 grade level, and/or training.

Examples of qualifying experience equal to the GS-14 grade level include the following types of tasks performed on a regular and recurring basis:
  • Providing leadership and guidance on a full range of dental public health programs, projects, and initiatives;
OR
  • Providing leadership in planning, directing, coordinating, monitoring and evaluating dental public health programs and initiatives.
Medical Requirements

Applicants must be able to distinguish shades of color.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

DENTISTRY - Managing, supervising, leading, and/or performing professional work in the field of dentistry, including work Involving the evaluation, prevention, diagnosis, and treatment of diseases, injuries, and disorders of the oral cavity and maxillofacial area.

HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets, and explains the health impacts of programs, policies, proposals, and legislation.

SCIENTIFIC WRITING - Prepares written documentation to transfer scientific information about concepts, situations, products, services, or results to audiences with varying levels of scientific knowledge.
