Duties

Help
  • Provide leadership in developing and updating Branch strategic business and marketing plans that are consistent with Division, Laboratory, and ERDC plans.
  • Lead implementation of elements contained within the strategic plans.
  • Identify and secure necessary funding requirements for Research and Development projects.
  • Establish and maintain good working relationships with other agencies, interest groups, professional associations, internal and external clients, and team members.
  • Generate, cultivate, and market ideas for research and mission support work.
  • Form interdisciplinary teams to meet sponsor needs and lead teams as required.
  • Foster team building and partnering.
  • Allocate and schedule resources to execute the Branch work load.
  • Review study proposals, progress reports, and final products for technical quality, consistency, and adequacy.
  • Conduct performance appraisals and other personnel management responsibilities.
  • Maintain individual development plans for Branch staff.
  • Mentor staff for technical and management positions.
  • Serve as a valuable technical contact and resource for the Corps.

In addition to meeting the basic education requirements above, to qualify for this position you must also meet the specialized experience listed below:

Specialized Experience:
One year of specialized experience which includes extensive experience in conducting Research and Development (R&D) efforts across many disciplines in basic and/or applied research; manage diverse scientific teams including engineers, scientists, technicians, and/or clerical personnel in support of interdisciplinary high performance research; experience in development of organizational funding requirements and budget estimates; and planning, integrating and/or reviewing Research and Development business requirements of the organization.

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DB-XXXX-04 (equivalent to GS-12 to GS-14). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion.
