This position is located within the National Center for Science and Engineering Statistics (NCSES). NCSES has as its prime objective the development of factual and analytical information on the science and engineering (S&E) enterprise and is the principal source within the Federal Government for statistics related to these resources. The Program Director is responsible for directing all activities of the program and is recognized as the senior expert on the operations and logistics of the program. This role requires expertise in a wide variety of areas such as advanced statistical theory, auxiliary data methods, innovating data collection, and survey statistics and methodology. Work is accomplished through a combination of in-house staff resources and contractual arrangements.

Major Duties and Responsibilities

PROGRAM PLANNING AND MANAGEMENT

  • The Program Director plans, administers, and evaluates the overall program through staff assignments and contractual arrangements with the primary objective of providing policy makers with high quality, timely, accurate, and relevant data to fulfill the mission of NCSES related to the S&E enterprise.
  • The Program Director is accountable for all aspects of work conducted by the program; all analytical projects developed and written by the program staff; all database systems utilized and updated by the program; and all reports, speeches, consultations, and materials developed by the program staff.
  • Direct the program staff’s work and activities in support of data collection, innovation, processing, and analysis of NCSES surveys. Individual cycles of each of the NCSES surveys typically extend over a period of 2-4 years, overlapping with previous and subsequent cycles of the same survey as well as cycles of other surveys in NCSES.
  • Review staff activities and work products to ensure that data concepts, definitions, taxonomies, etc., are consistent across NCSES surveys and related analyses.
  • Direct staff in an ongoing program of evaluating and interpreting the information collected by NCSES. Of special concern are issues of accuracy, timeliness, and reliability of the information produced. Develop and maintain time schedules and project management systems and information for statistical and methodological aspects of surveys as well as analytical and research projects.
  • Represent NCSES at meetings and conferences, and frequently represents the Foundation in both inside and outside contacts concerned with NCSES. Contacts with high level staff or representatives from within the Foundation and with industrial and academic officials, the media, Federal agency officials, Congressional staff, and the public, often are for providing information. Provide authoritative guidance on the use of the data and advise the recipient on its strengths and correct interpretation.
  • Optimize the use of program staff and financial resources; monitor and allocate resources so that staff can develop and maintain appropriate skills to carry out the work of the program; monitor the program’s contracts and grants

REPRESENTATION, COMMUNICATION AND LEADERSHIP

  • Represent the Program, Division and Foundation within the scientific community, with other NSF Divisions, with other appropriate agencies and organizations, and with the public, accurately reflecting NSF policy and positions.
  • Create and maintain linkages to other NSF units and other Federal agencies in pursuit of the overall NSF mission.
  • Participate in staff, panel, committee, and other meetings, providing input relevant to Program area and/or Division.
  • Pursue affirmative action and EEO goals.
  • Pursue and/or be responsive to assignment on special projects and temporary functional teams from across the Foundation to solve problems, improve staff communication, and effect coordination for special programs.
  • Contribute ideas and effort to improving the quality of policies and NSF's performance of the overall mission.  Develop policies and plans for strengthening research and education programs.  Provide information to the community on how NSF is pursuing its mission and gather data and impressions from the community on the effectiveness of NSF's performance of its mission.
  • Prepare and disseminate a variety of informational documents which may include data on progress being made toward NSF's goals, trends and opportunities papers, and budget plans.

PROFESSIONAL DEVELOPMENT

  • Establish contacts and maintain active involvement in Program and related areas through participation in professional activities.  Maintain familiarity with salient current research developments.  Pursue individual research as workload and travel funds permit.
  • Expand administrative capabilities through training courses or assumption of new management responsibilities.

Qualifications

Candidates must have a Ph.D. in Statistics, Mathematics, Mathematical Statistics or a Social Science, plus after award of the Ph.D., six or more years of successful research, research administration, and/or managerial experience pertinent to the position; OR a Master’s degree in Statistics, Mathematics, Mathematical Statistics or a Social Science, plus after award of the degree, eight or more years of successful research, research administration, and/or managerial experience pertinent to the position.

This position is outside the competitive civil service.

  1. Demonstrated ability to direct a staff in carrying out a program covering one or more statistical projects.  Evidence of successfully managing a number of contractors may partially substitute for direct supervisory experience. 
  2. Demonstrated mastery in the field of statistics through the ability to design and implement statistical, survey methodological, and analytical techniques to national-scale data collection and data acquisition efforts. Evidence of experience with collecting data from individuals, experience with collecting data from establishments, and experience in assessing and using alternative data sources. Evidence of experience in ensuring that statistical standards are applied in the collection and dissemination of statistical data to ensure that high quality data are achieved. 
  3. Demonstrated experience in assessing and using alternative data sources including various forms of administrative data, web-based crowd-source data, or other forms of unstructured or organic data.
  4. Demonstrated experience in resource management, both fiscal and personnel, for a program that encompasses multiple activities.  Such experience should include (1) developing and monitoring the implementation of budgets and (2) knowledge of and experience with federal procurement and contracting procedures and regulations. 
  5. Demonstrated experience working with stakeholders, data users, and data providers to understand their needs and how to best meet these needs.  Demonstrated evidence of successfully responding to expressed user needs for data and/or products. This includes an ability to develop and implement a data dissemination program for statistical data that provides timely, relevant, and understandable information to users in a timely fashion.
  6. Demonstrated experience in describing and explaining statistical research, datasets, and concepts to a large audience including other statisticians and non-statisticians. Such experience should include the analysis and evaluation of the quality, accuracy, and validity of data.
