The NSF IUCRC program enables industrially-relevant, pre-competitive research via structured, sustained public/private partnerships among industry, academe, and government. NSF supports the development and evolution of IUCRCs, providing a financial and procedural framework for membership and operations, in addition to best practices learned through decades of program experience. IUCRCs offer a platform for significant leveraging of financial investment by members to accelerate the knowledge base in emerging technological and manufacturing sectors and develop an industrially savvy workforce to benefit US economy.
IUCRCs are composed of one or more University Sites and a number of Members. Sites bring together faculty and students to perform precompetitive research around a particular focus area. Members, who provide funding and guidance, may be companies, state/federal/local governments, and non-profits. Responsibilities
CISE’s mission is to enable the U.S. to uphold its leadership in computing, communications, and information science and engineering; promote understanding of the principles and uses of advanced computing, communications, and information systems in service to society; support advanced cyberinfrastructure that enables and accelerates discovery and innovation across all science and engineering disciplines; and contribute to universal, transparent, and affordable participation in an information-based society.
This position is located in the Division of Computer Network Systems (CNS) within the Directorate for Computer and Information Science and Engineering (CISE). Division of Computer and Network Systems (CNS) supports research and education activities that invent new computing and networking technologies and that explore new ways to make use of existing technologies. CNS seeks to develop a better understanding of the fundamental properties of computer and network systems and to create better abstractions and tools for designing, building, analyzing, and measuring future systems. CNS also supports the computing infrastructure that is required for experimental computer science, and it coordinates cross-divisional activities that foster the integration of research, education, and workforce development.
The IUCRC Program Director team in CISE/CNS contributes to the development of a vision and plan for the IUCRC program with colleagues across the Foundation, and co-leads the execution of that plan for the existing IUCRC program. The IUCRC Program Directors ensure that the IUCRC program fosters an understanding of how to identify, develop, and support research areas that could benefit from transition of research from academia to industry. IUCRC Program Directors work closely with existing IUCRC Centers, participating periodically in Center meetings, in addition to reviewing proposals for new and renewing Centers.
Major Duties and Responsibilities
Program Planning and Management
Advises and assists the Division Director in the development of long-range plans that ensure ClSE investments are targeted to cutting-edge challenges and opportunities in CISE research and education fields.
Collaboratively oversees and manages the merit review process for assigned research, education infrastructure proposals to ensure that investments are made in a diverse, rich mix of bold, cutting-edge projects that promise to advance the frontier and contribute to the attainment of NSF' s strategic goals.
Manages an effective, timely review process with attention to increasing the size and quality of the reviewer pools and ensuring participation by groups long under-represented in CISE fields, such as women, African Americans, Hispanics, American Indians, Alaska Natives, Native Hawaiians, Native Pacific Islanders, and persons with disabilities.
Oversees and manages the post-award management process for awards in the program, including reviewing annual reports, conducting effective, timely site visits, and overseeing a post-award evaluation process, where necessary.
Communication, Coordination and Liaison
Prepares program solicitations, annual program reports, oral presentations and other materials consistent with NSF, CISE, and CNS strategic goals and that inform internal and external stakeholders.
Coordinates and liaisons within NSF and with other Federal agencies, industry, the scientific community, the international community, and the public concerning assigned activities.
Participates in both in-reach and outreach activities that seek to broaden the participation of communities underrepresented in CNS, CISE, and NSF activities.

Qualifications
Candidates must have a Ph.D. in Computer Science or Engineering, plus after award of the Ph.D., six or more years of successful research, research administration, and/or managerial experience pertinent to the position.
Effective oral and written communication skills, experience in identifying research areas and fostering collaboration with industry, and familiarity with the IUCRC Program are highly desirable. The incumbent is expected to function effectively both as individual within the NSF IUCRC program and as a member of that and other crosscutting teams. The applicant should also demonstrate a capability to work within NSF and across government agencies to promote NSF activities and to leverage program funds through interagency collaborations.
This position is outside the competitive civil service.
