Duties

Help

The Director provides executive management, leadership and vision for the National Civilian Community Corps (NCCC) program. The Director formulates and oversees the implementation of operational activities and policies for the program in compliance with the Serve America Act of 2009. The Director is an active participant in Agency management activities, including the development, implementation and maintenance of Agency strategic and operational plans. Advises the Chief Executive Officer on programmatic issues and is an active participant in the Agency's annual budget process. Primary duties include:

  • Develops comprehensive strategies, policies, goals and objectives to govern and promote the NCCC program. Sets the vision for the program, defines the required resources, and identifies expected results to accomplish legislative mandates and administration initiatives.
  • Oversees the establishment and execution of the NCCC's legislatively mandated budget and ensures that the annual operating plan and forecasted budget support the programs short and long-term strategy.
  • Ensures the effective implementation of strategies designed to improve program quality, impact and sustainability, e.g., Corps member safety, high quality member leadership training, and the successful accomplishment of national service projects.
  • Serves as liaison with Legislative and Executive Branch staff, non-profit foundations and service providers, State offices, service commissions, and other stakeholders to further program enhancement and implementation.
  • Directs staff through subordinate managers and supervisors. As a human resource manager, is responsible for maintaining efficient organizational structure; selecting high quality candidates; implementing effectual performance management and employee development; and furthering diversity and inclusion goals and objectives.

Qualifications

As a basic requirement, your resume must clearly demonstrate progressively responsible leadership experience that validates executive level managerial capabilities in a job or combination of functions directly related to this position. Typically, experience of this nature will have been gained at, or above the GS-15 grade level, in the Federal service or the upper range of the NX-01 pay band in AmeriCorps. In addition, you should have a broad range of progressively responsible experience in managing programs, including the responsibility for policy development and strategic planning associated with such programs. Additionally, you should have significant experience that demonstrates experience with national service.

If you meet the basic qualifications, you will also be evaluated against the Mandatory Technical Qualifications and Executive Core Qualifications (ECQ's) identified below.

The Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (TQs) listed below must be addressed separately as a narrative statement and attached as part of your application package. Do not exceed more than 13 pages total for the ECQs and TQs. Current or former SES Career members and applicants who have completed a SES Candidate Development Program approved by OPM are not required to address the Executive Core Qualifications, but must address the Mandatory Technical Qualifications. Applicants who submit narrative responses that exceed the 13 page limit will not be considered.

Executive Core Qualifications (ECQs)

ECQ 1: Leading Change

This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2: Leading People
This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3: Results Driven - This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4: Business Acumen
This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5: Building Coalitions
This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Mandatory Technical Qualifications (TQs):

TQ 1: Comprehensive knowledge of, and demonstrated skill in, formulating and executing national service/volunteer programs to include strategic planning and policy development; and
TQ 2: Skill in representing organizational/program interests at top echelon levels up to and including Congress.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Education may not be substituted for experience for this position.

Additional information

All AmeriCorps/Corporation for National and Community Service positions are in the excepted service and our compensation system is based outside of the General Schedule system. The Director, National Civilian Community Corps position is classified within our executive pay-band and is equivalent to a Senior Executive Service (SES) level position.
