Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Uses knowledge of current and emerging archival, records, and information management principles, concepts, practices and methods to identify, understand, evaluate and advise on records management issues.
- Reviews Federal agency records schedules, appraises records to assess their permanent or temporary value, and processes records schedules.
- Conducts research and analysis for the purposes of reviewing, revising, and improving schedules and conducting other records and information management studies. Identifies appropriate and relevant information resources, assesses the value and significance of the information, and evaluates the potential future use. Recommends appropriate actions based on analytical findings and conclusions.
- Studies and analyzes agency practices in order to understand records that are being appraised/scheduled.
Understands, researches, analyzes, and applies legislation, regulations, organizational policies, and similar governances that relate to products being developed and records being appraised.
- Develops and reviews proposals for changes in NARA's records management policies, guidance, processes and procedures.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.   • Must successfully complete a background investigation.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience at the GS-13 level: For the GS-13, specialized experience is defined as one year of experience at the GS-12 level or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience:

- Drafting, creating, or implementing federal agency records schedules; and reviewing federal records to assess their permanent or temporary value; AND
- Independently applying knowledge and technical expertise to records management practices and principles to provide federal agencies (internal or external) and/or the general public with records management guidance including complex, non-routine questions, issues, or problems.

OR

To be qualified for this position at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes:

-Reviewing or implementing federal agency records schedules, reviewing federal records to assess their permanent or temporary value in consultation with supervisor as required; AND
-Applying knowledge and technical expertise to records management practices and principles to provide federal agencies (internal or external) and/or the general public with records management guidance including routine and non-routine questions, issues, or problems in consultation with supervisor as required.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.
