Duties

This position is located in the Office of the Inspection General (OIG), Office of the Executive Director. The incumbent serves as supervisory budget analyst and performs a wide variety of administrative and analytical duties connected with the OIG budget. The incumbent reviews, analyzes, and interprets legislation, appropriate language, directives, and guidelines pertaining to the budget of Office Inspector General.

The incumbent supervises a team of 4 to 7 budget analysts and 3 travel management specialists.

Provide advice and recommendations on all aspects of the OIG budget to bureau program officials and managers. Assist in the formulation, presentation and execution of the budget. Reviews, analyzes, and edits budget estimates and requests for allocations submitted by managers of assigned programs or components for the accuracy of professional treatment and format, mathematical precision, adequacy of supporting narrative justification, and conformance with budgetary policy and guidelines.  Recommend necessary changes and revisions.

Drafts analyses that examine the impact and significance of the OIG's budget of new or revised legislation, policies, procedures, and program requirements.

The incumbent has primary responsibility for the analysis, compilation, and interpretation of program data related to audits, inspections, and investigations.  Play a key role in coordinating the preparation of annual OIG budget and Congressional budget.

The incumbent serves as a backup to the Chief Financial Officer in their absence.

Applicants applying for the GS-14 grade level must meet one of the following requirements:

A. Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.  

Qualifying specialized experience must demonstrate the following:

Experience formulating, justifying, and executing multi-year budgets for an organization or program.

Experience overseeing the preparation of and coordination of financial information.

Experience in providing authoritative advice and guidance on budget strategies. 

Experience preparing executive level briefings related to the execution of complete budget program. 


There is no substitute of education for specialized experience for the GS-14 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
