Duties

Help

As a DATA SCIENTIST, GS-1560-13, your typical work assignments may include the following:

  1. Responsible for providing professional consultation in the application of statistical and data science theories, techniques, and methods in conducting studies and analyses assessing drug use availability, the consequences of drug use, and the effectiveness of drug programs.
  2. Collects, compiles, and analyzes demographic and other data, and develops measures to track the overall performance of the NDCS.
  3. Identifies gaps in ONDCP research and data collection, or to identify areas requiring additional focus.
  4. Develops and conducts data science projects, often with other government partners, for determining data needed to fill gaps in the overall government program for statistics in the area of drug use or to further examine the effect of changing socio-demographic circumstances related to drug use.
  5. Plans, researches, and implements the full scope of investigative projects aimed at analyzing substance use and drug trafficking trends in order to facilitate greater understanding of the problems and issues involved.
  6. Conducts special studies to address program and policy needs related to drug use, trends, and consequences in the United States.
  7. Assesses the quality of current drug use measurement instruments and techniques in order to measure the adequacy of the coverage of existing national demand reduction and supply reduction activities. Assesses the adequacy of drug use measurement instruments and techniques to measure the casual drug user population and groups at risk for drug use.
  8. Works with ONDCP staff on selected assignments to enhance Federal drug policy formulation and execution, including developing and evaluating measures of effectiveness to assess the implementation of the NDCS by cabinet departments and independent agencies. Adapts a variety of methods and develops new procedures for data collection and analysis. Analyzes findings, evaluates statistical limitations of data and specifies the range of logically possible explanations.
  9. Conducts mathematical modeling analyses to estimate the trajectories of the use of various substances in the US and beyond, and to estimate the potential impact of various strategies to prevent and treat substance use.
  10. Conducts analyses to examine health disparities in patterns of substance use, access to prevention services, and access to treatment services.
  11. Performs other duties as assigned.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

BASIC REQUIREMENTS:
A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

AND

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to 1) oversee federal regulatory and paperwork procedures and clearance procedures; 2) utilize quantitative analytic techniques, statistical research and survey methodology, and data analysis techniques; 3) conduct research and methodology focused on biostatistics; 4) analyze factual information and evaluate significant factors in order, to solve complex problems based on statistical data.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

Under Executive Office of the President (EOP) policy, which was issued on September 20, 2021 consistent with the President's Executive Order on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees (Executive Order 14043), all EOP staff are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.
