  • Medical Examination/Physical: This position requires a physical/medical examination. The physical requirement of this position as determined by the manager is: Passing the evaluation results of the aviation class 2 physical.
  • The incumbent is required to meet and maintain CAP-USAF requirement to pilot general aviation aircraft on a recurring and regular basis, in support of the CAP-USAF mission. (cont.)
  • Must possess and maintain proper qualifications to exercise the privileges for at least a Federal Aviation Administration (FAA) Commercial Pilot certificate with airplane single engine land (ASEL) and Instrument Airplane ratings. (cont.)
  • Loss of flying status, if not correctable within one year, results in incumbent no longer meeting the conditions for employment in this position.

  • Applicants are required to have 100 flight hours in last 12 months; documentation required to apply.
  • Must possess and be able to maintain a FAA Medical Certificate Second Class or better.
  • Required to meet and maintain a National Agency Background Check / FBI background checks and clearances. CAP-USAF personnel will be in regular contact with CAP youth; in accordance with public law, a criminal background check must be completed

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Operations and exercises routinely require incumbent to work outside in all kinds of terrain and weather conditions.
  • Designated a drug testing position; incumbent will be subject to random drug testing
  • Position is a designated KEY position. It can't be vacated during any emergency or mobilization. Unless an alternate is designated to perform the duties of this position, the incumbent must be removed from military recall status

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of concepts, principles, and practices of the CAP and CAP-USAF, including general knowledge of grant application and oversight, evaluative/analytical process, program management and administrative processes. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of CAP program operations carried out by technical and administrative personnel, or substantive administrative support functions (i.e., supply, budget, procurement, or personnel, line or program operations ).

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and skill in operating complex general aviation (GA) aircraft in both an Air Force and GA environment.

2. Knowledge of the application of Air Force programmatic responsibilities as they relate to the CAP and the Cooperative Agreement.

3. Basic knowledge of federal grants management responsibilities such as financial management practices, budget procedures and supply processes in order to manage a multi-million dollar grant to a federal recipient.

4. Knowledge of and skill in using analytical methods and processes and effective use of computer support software, databases, spreadsheets and web sites to assist in analysis of program operations; with ability to plan, organize, analyze and direct information, projects, and programs.

5. Skills needed to instruct and evaluate CAP programs, projects and activities to ensure adequate region level risk identification and management to ensure proper grants oversight.

6. Ability to clearly communicate in writing, doing public speaking engagements, and plan, organize, analyze and direct information that affects projects, programs and people in order to accomplish the CAP-USAF mission.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
