Help

Review, analyze and evaluate progress toward satisfying the OIG Strategy Plan. Interpret information to inform the development of recommendations pertaining to office initiatives, policies, and practices. Facilitate and monitor many processes to support the conduct of program evaluations; to include: establishing and maintaining relationships with Department liaison staff; identifying and addressing any barriers to successful completion of evaluation work; and working with senior management to devise strategies, initiatives, and practices to ensure administrative requirements are met.

Work collaboratively to conduct research on Medicare, Medicaid, and public health and human service programs to support the conduct of program evaluations. Specifically, monitor programmatic changes and research conducted within the Department of Health and Human Services; track and monitor research conducted by other oversight entities; identify strategies to monitor research conducted related to health care policy and by the stakeholder community.

Facilitate pre-inspection research meetings on programs being evaluated. Coordinate and monitor the data collection process pertaining to Medicare, Medicaid, or a variety of other public health or human services issues. Review materials and information on the program evaluation topic, which may include existing data; GAO reports; OIG audits, investigations and evaluation reports; other studies conducted within or outside the Department; and pending or recently enacted regulations or legislation.

Synthesize and interpret information verbally and in writing. Serve on teams, to include OIG-wide teams, to develop project objectives and approaches; design appropriate methodologies to meet various project goals; and drive and report on organization priorities and progress. Analyze qualitative data; and synthesizes and interprets data verbally and in writing. Advise project lead or management of unique conditions and issues which affect programs being evaluated and ensure awareness on new and revised legislation, policies, regulations and procedures. Develop and maintain communications with other Federal and non-Federal organizations. Plan, coordinate, and schedule substantive briefings and meetings that include senior management in support of key priorities and initiatives.

Vaccination Mandate:

Expanded/Maximum telework Posture:
  • Due to COVID-19, the agency is currently in a maximum telework posture. If selected, you may be expected to telework upon your appointment. As employees are permitted to return to the office, you may be required to report to the duty station listed on this announcement, even if your home/temporary telework site is located outside the local commuting area. Your position may be eligible for workplace flexibilities which may include remote work or telework options, and/or flexible work scheduling. These flexibilities may be requested in accordance with the HHS Workplace Flexibilities policy.

Basic Requirements GS-12 and GS-13:
  • Applicants must have completed a 4 year course of study in an accredited college or university leading to a bachelor's or higher degree in a behavioral or social science; or related discipline appropriate to this position (unofficial copy of transcripts must be submitted with application package).OR;
  • Must have 4 years of appropriate experience that demonstrates you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field OR;
  • Must have a combination of the education and experience described above (unofficial copy of transcripts must be submitted with application package).

Minimum Requirements GS-12
  • In addition to the basic requirements applicants must have 1 year of specialized experience equivalent to the next lower grade, GS-11 level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
    • Conducting social science research and developing written and/or oral presentations of the results;
    • Assisting teams or management in the development of organizational initiatives, policies, and practices; and
    • Researching and evaluating processes and making recommendations for effective operational change OR;
  • Applicants must have a Ph.D. or equivalent doctoral degree (unofficial copy of transcripts must be submitted with application package) OR;
  • Applicants must have a combination of the education and experience above (unofficial copy of transcripts must be submitted with application package).
Minimum Requirements GS-13
  • In addition to all requirements above applicants must have 1 year of specialized experience equivalent to the next lower grade, GS-12 level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
    • Conducting social science research and developing written and/or oral presentations of the results;
    • Assisting teams or management in the development of organizational initiatives, policies, and practices;
    • Researching and evaluating processes and making recommendations for effective operational change; and
    • Developing progress reports and briefing materials for internal and external stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
