Duties

Help
  • Analyzing the consequences of public policies that relate to the specialized work of the Animal Products and Cost of Production Branch (APCOPB) and provides public and private decision-makers with economic analyses on appropriate subjects.
  • Targeting the dissemination of basic statistics and data, research findings, and policy analyses toward key client groups.
  • Managing a number of technically complex projects involving selecting or developing the most appropriate and current research methodologies, often of great complexity, and applying them to extremely complicated economic problems.
  • Serving as the focal point for research and analysis of topics appropriate to the APCOPB and represents the APCOPB within the Department.
  • Developing program and product plans for the APCOPB. This includes work plans, as well as development and justification of an APCOPB budget.
  • Providing technical and administrative supervision to a staff of professional economists who perform work through participation on project teams led by team leaders.
  • Making decisions on research problems, reviews, and evaluates research work, and provides technical guidance as required in all aspects of the work of the APCOPB.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements

Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

AND

In addition to the basic requirements above, all applicants must also meet the following minimum qualification requirements.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience in primary authorship of a number of important papers, models, theories, and/or techniques that impact the advancement of or are accepted as authoritative in the field of agricultural market or trade economics; recognition by the scientific community as an authority in the field; participating in symposia that define the state of the discipline or introduce new areas in the field.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Travel and relocation expenses will not be paid by the Department of Agriculture. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

Selections made under this authority will be processed as new appointments to the civil service. Current civil service employees would therefore be given a new appointment to the civil service.

If selected, you will be required to submit Form OGE-450 within 30 days of your initial appointment date, and annually thereafter. Selectee is subject to financial Disclosure Requirements in accordance with 5 CFR, Part 2635, Sub part E regarding business or personal transactions with applicants, borrowers, or business contacts who have or who are seeking business with this Agency. Selectee must be able to obtain and maintain a security clearance. If selected you will be subject to a National Agency Check and Inquiry (NACI) and a credit report.

This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
