Duties

Help

  • Oversees and supervises the following simplified duties: acquisition, procurement, and contracting services and functions for the Offices of Research Services (ORS).
  • Identifies and plans for system, operational, procedural, and personnel changes required to successfully manage ORS acquisition activities and programs.
  • Implements set policies and procedures for the management and delivery of simplified acquisition, procurement, and contracting services for ORS/ORF.
  • Supervises and directs the operations by planning and assigning work to staff based on management priorities, employee capabilities, and schedules.
  • Works in conjunction with OALM/OAMP to oversee and manage the ORS Purchase Card Program.
  • Responsible for preparing the annual Acquisition Strategic Plan.
  • Oversees and administers simplified acquisition threshold contracts for ORS/ORF.
  • Oversees, reviews and coordinates the acquisition, loan, transfer and disposal of accountable property items per HHS and NIH property regulations and procedure, and the NIH acquisition and property management processes for both ORS and ORF.
  • Provides supervision and direction for acquisition program quality assurance functions.
  • Establishes short and long-term strategies and goals.
  • Participates and provides guidance and assistance in managing the budget and resources for the staff.
  • Plans, organizes, and carries out budget planning and administration for programs and activities.

You qualify at the GS-14 level, if you meet the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing and implementing comprehensive plans and strategies for the integration of day-to-day and long-range projects, actions and activities for an office; analyzing and evaluating the effectiveness of programs or operations in meeting established goals and objectives; analyzing program performance data to identify issues and make recommendations for improvement; and monitoring acquisition programs and services to ensure they are meeting quality and performance requirements.
