DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Duties

Help

The position is located in the Technology Services Division (TSD), Office of the Associate Director for Administration, Bureau of Safety and Environment Enforcement (BSEE). The position is located in either Sterling, Virginia or Jefferson, Louisiana.

At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Serves as the senior principal contact for BSEE responsible for a wide range of complex assignments and projects relative to information systems and cybersecurity matters.
2. Ensures critical mission systems are in compliance and consistent with the Department's IT Security Program and enhance interoperability and integration for business applications and IT infrastructure.
3. Promotes the awareness of cybersecurity issues ensuring sound security principles and assures appropriate project and resource integration are documented and justified.
4. Evaluates the impact of new cybersecurity guidance on current programs and recommends changes to existing policies and processes to ensure compliance and responsiveness.
5. Prepares and presents formal and informal briefings to chain-of-command management on assigned projects and to other bureau/offices involving IT information security services (e.g., in-briefs and out-briefs).

Salary Information:
Jefferson, LA: GS-14: Step 1 - $111,521 - Step 10 - $144,986 per year.
Sterling, VA: GS-14: Step 1 - $126,233 - Step 10 - $164,102 per year.
First time hires to the Federal government normally start at the lower salary range of the grade level.

BSEE determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. A remote work situation is not an option.

Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

Qualifications

Minimum Qualification Requirements:

Applicants applying for the GS-14 grade level must meet the following requirements:

Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates "state of the art" technology related to bureau requirements, seeking to drive innovation and efficiency into bureau processes.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to determine requirements and evaluate the effectiveness of existing and proposed systems and/or applications based on those requirements.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant cooperatively works with stakeholders to develop a mission-based course of action or to accept findings, recommendations, changes, or alternative viewpoints.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies issues and works with stakeholders to mitigate/remediate those issues taking into account technology and resource constraints; AND
Specialized experience for the GS-14 is defined as one year of experience at the GS-13 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience:
  1. Provides advice and assistance for Assessment and Authorization (A&A) for on premise and cloud deployments per NIST 800-53
  2. Provides IT security advice for new technology deployments and implementations.
  3. Interacts with vendor IT security personnel to ensure compliance with policy and procedures and to maintain accreditations.
  4. Ensures systems comply with Information Security Continuous Monitoring (ISCMP) policy and procedures and maintain ongoing authorization.
  5. Ensures Plan of Action and Milestones (POA&M) are developed, tracked, and closed in a timely manner.
  6. Oversees vulnerability identification and eradication program and ensures vulnerabilities are closed expeditiously and patches are installed within the policy time frames.
