As a/an Program Analyst, you will:

- Develop and modify research methodologies and techniques for gathering data and documentation that address a wide scope of audit and evaluation activities including numerous financial evaluation measures (e.g., return on investment).
- Identify areas of emphasis and appropriate analytical techniques for evaluation or review of topics of importance to Commerce's mission.
- Plan, schedule, and conduct detailed analyses of the efficiency and effectiveness of complex functions and work processes of interdependent administrative functions, resources, and services, and recommend improvements in work operations.
- Analyze, review, and make recommendations about program and operational documentation, including regulations, policy, and other records.
- Conduct internal and external interviews to solicit a broad range of information on subjects under review.

If you fail to provide satisfactory proof of vaccination or to establish entitlement to an exemption, you will not be eligible for employment with DOCIG.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

Specialized experience includes planning, conducting, and documenting results of audits or evaluation projects in accordance with applicable standards and provide recommendations.

Examples of such experience may include:
- Coordinating audit or evaluation projects and activities of team members, and reviewing work of junior staff to ensure sufficiency and relevance; OR
- Leading team efforts to analyze, review, and make recommendations about policies, processes, and activities; OR
- Planning and conducting interviews and briefings with organizational authorities and other stakeholders to solicit a broad range of information; OR
- Developing and presenting written products such as audit or evaluation reports and memorandum to management officials.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
  • A one year probationary period may be required.
  • Must successfully complete a background investigation.
  • Secret - Background Investigation will be required.

  • Must adhere to agency health requirements, including, but not limited to: (1) must report Covid-19 vaccination status when requested; and (2) must comply with agency's Covid-19 testing and vaccination requirements, if any, or qualify for and receive a valid exemption.
