Duties

Help

This position is located in EPA, Office of Inspector General, Office of Investigations, Electronic Crimes Division.  The office of investigations conducts criminal investigations, which look for violations of the law. Investigations may involve such areas as financial fraud, employee misconduct, intrusion into EPA systems and computers, impersonating EPA officials and theft of EPA property and funds. If a federal law is violated, the OIG presents the evidence to the U.S. Attorney’s Office, which determines if the subject(s) will be prosecuted. 

This position is designated as a “Primary Position” pursuant to 5 CFR 842.802. Primary duties mean those duties of a position that: (a) Are paramount in influence or weight; that is, constitute the basic reasons for the existence of the position; (b) Occupy a substantial portion of the individual's working time over a typical work cycle; and (c) Are assigned on a regular and recurring basis. 

Persons serving in this position are covered for purposes of law enforcement retirement by 5 USC 8336 (c).

The ideal candidate will perform the following duties:  

  • Plans, organizes, and conducts complex and sensitive investigations relating to cyber-violations of criminal and civil law, and administrative regulations;
  • Performs special investigative projects, liaise with other Federal law enforcement agencies, represent the OIG in cyber-related working groups, task forces, and investigative operations;
  • Interviews witnesses and subjects, administer oaths, provide constitutional rights warnings when necessary, obtain statements, carry firearms in the performance of official duties, makes arrests, and executes search and seizure warrants;
  • Works closely with other personnel within the OIG, EPA, other law enforcement organizations, and the professional business community to investigate and resolve allegations of cyber-related criminal, civil, and administrative misconduct.

  • Criminal Investigators under the 1811 occupational series are eligible for law enforcement availability pay (LEAP), not to exceed 25% of the rate of basic pay.

Age Requirements: You must be at least 21 years of age and not older than 36 at the time of appointment. In accordance with PL 100-238, this position is covered under law enforcement retirements provisions; therefore, you must be appointed before reaching your 37th birthday unless you presently serve or have previously served in a Federal civilian law enforcement retirement-covered position. 

Selectee will be required to qualify to carry and use firearms and other weapons as part of assigned duties and maintain such qualification.

Lautenberg Notice: Title 18 USC, Section 911 (g), automatically disqualifies anyone who has been convicted of a misdemeanor crime of domestic violence from being appointed to this position unless such conviction was expunged, set aside, or the applicant received a pardon. 

Work Schedule: The hours are long and irregular. You must be available at all times, to include holidays. You may also be sent on extended temporary duty station assignments away from your assigned office. You may be reassigned to different duty locations throughout the U.S. based on the needs of the Agency. 

You must have a valid driver's license and be able to operate a Government-owned or leased motor vehicle. 

You will be required to obtain and maintain a top-secret security clearance.

Qualifications

All applicants must have 1 year of specialized experience equivalent to at least the next lower grade level in the Federal Service.

Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.  

Qualifying specialized experience for this position includes the following:

Minimum Qualifications GS-11: One year of specialized experience equivalent to the GS-09 grade level in the Federal service performing all of the following: (1) Assisting investigations specifically in the areas of cybercrime and digital forensics; and (2) using criminal investigative techniques, rules of criminal procedures, laws, and precedent court decisions concerning the admissibility of evidence, constitutional rights, search and seizure, and related issues in the conduct of investigations.

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.);

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. 

Minimum Qualifications GS-12: One year of specialized experience equivalent to the GS-11 grade level in the Federal service performing all of the following: (1) Planning and assisting in organizing investigations specifically in the areas of cybercrime and digital forensics; and (2) using criminal investigative techniques, rules of criminal procedures, laws, and precedent court decisions concerning the admissibility of evidence, constitutional rights, search and seizure, and related issues in the conduct of investigations. 

Minimum Qualifications GS-13:  One year of specialized experience equivalent to the GS-12 grade level in the Federal service performing all of the following: (1) Planning, organizing, and directing investigations specifically in the areas of cybercrime and digital forensics; and (2) using criminal investigative techniques, rules of criminal procedures, laws, and precedent court decisions concerning the admissibility of evidence, constitutional rights, search and seizure, and related issues in the conduct of investigations. 

In addition to the above specialized experience, applicants must also meet the selective placement factor listed below:

Selective Placement Factor: Law Enforcement Training:  You must have successfully completed and passed Federal Law Enforcement Training Center's Criminal Investigator training program (CITP), OR an equivalent and recognized federal law enforcement training program.   Your Federal Law Enforcement Training Center's Criminal Investigator training program (CITP), OR an equivalent federal law enforcement training program certificate of completion MUST be provided at the time of application.

Failure to provide the certificate of completion or equivalent at the time of application will result in an incomplete application and will not receive further consideration.
