As Management Officer assigned to the Administrative and Overseas Operations (AOO) Division you will:

  • Serve as the Regional Management Officer for the USAID OIG/M.
  • Serve as the Subject Matter Expert on matter involving administrative support, budget, training, records management, personnel administration, supply and logistics activities, and facilities management.
  • Ensure adherence to all statutory and regulatory requirements pertaining to management controls, personnel management, budget management, procurement, and supply management.
  • Responsible for the origination, development, and execution of policies for administrative function and activities of a regional office.
  • Provide key direction and guidance to regional office employees on personnel and personnel management matters.
  • Conduct special administrative projects and studies at the direction of the the Director of AOO and/or AIG/M.
  • Provide oversight for the day-to-day operations of the regional office administrative staff.
  • Advise the principal officers from Audit and Investigations on internal OIG administrative matters requiring his/her action or attention.
  • Conduct, review, and analyze a variety of personnel management/programs and advises on their practical application.
  • Develop and maintain a Memorandum of Understanding (MOU) for each OIG office within the region.
  • Provide approval on all actions that would commit or obligate OIG funds in the region, such as employee entitlements, travel authorizations and vouchers, and contracts.
  • Directs the implementation of office travel, coordinate training, and monitor contract performance.
  • In coordination with OIG's Financial Resources Division, Mission EXO and FMO offices, prepares and submits regional budgets and operating plans, and assists with other financial duties such as accruals, de-obligations, reviews of unexpended obligated balances and other pertinent year-end tasks.
  • Manages and supervises administrative support personnel (USDH and/or FSN) in the region.
  • Maintains constant awareness of agency notices, OIG/M policy, security policy, and emergency planning to ensure office compliance.
  • Provides advice and guidance to regional employees and their families on a wide range of subjects, including allowances, education, housing, medical support, entitlement travel, and onward assignments.
  • Collaborates closely with the Mission and Department of State (DOS), and other Agency management personnel to ensure effective shared services implementation.
    • In coordination with IG/M/HC, Mission Executive Officer (EXO)s, and DOS/Human Resources oversees classification, recruiting, and hiring of FSN staff in the region, and management of NSDD-38 positions for the OIG
  • Directs the implementation of office travel, coordinate training, and monitor contract performance.
  • In coordination with OIG's Financial Resources Division, Mission EXO and FMO offices, prepares and submits regional budgets and operating plans, and assists with other financial duties such as accruals, de-obligations, reviews of unexpended obligated balances and other pertinent year-end tasks.

Foreign Service career candidates will be considered for tenure by a Tenure Board after they have acquired at least three years in the agency, of which a minimum of two years' overseas experience in the Service. Each career candidate is afforded two opportunities to receive tenure based on the Board's review of the employee's written performance evaluations which are prepared by a supervisor at least once a year. A career candidate who fails to perform satisfactorily may be separated at any time during their probationary period. Any employee who remains untenured after two reviews will be separated from the Agency at the end of the five-year probationary appointment. The appointment status of a career candidate who receives tenure will be changed from probationary to career.

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency, if after November 22. Qualifications

To qualify for the FS-04/GS-12 equivalent grade level, you must have one year of specialized experience at the FS-05/GS-11 grade level in the Federal service or equivalent in the federal service. Specialized experience is defined as: (1)assisting with the development and execution of policies relating to the administrative functions and activities of a regional office; (2) providing oversight for the day-to-day operations of the administrative staff; (3) providing administrative support, manpower/staffing, budget, training, records management, personnel administration, supply and logistics activities, and facilities management.

To qualify for the FS-03/GS-13 equivalent grade level, you must have one year of specialized experience at the FS-04/GS-12 grade level in the Federal service or equivalent in the federal service. Specialized experience is defined as: (1) providing support and guidance for all management policies and procedures; (2) conducting, reviewing, and analyzing a variety of personnel management/programs and advising on their practical application; (3) planning and monitoring of procurement and budget execution; (4) Directing the implementing office travel, coordinating training, and monitoring contract performance

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
