Summary

This position is part of the Organization of the Joint Chiefs of Staff. Serves as a Senior IT Specialist and Technical Advisor for C4 Architectures, Standards and Testing. Providing defense wide C4 support, the functions of the division are to manage, and provide oversight and policy guidance in the development and phased implementation of C4 joint and combined interoperability and supportability certification, architecture, standards, integration, and testing in support of "C4 for the Warrior".

As a IT Specialist (PLCYPLN) at the GS-2210-15 some of your typical work assignments may include:

  • Develop command, control, communications, and computers/cyber (C4) policy, monitor programs for joint C4 systems, and ensure adequate C4 support to National Command Authority, Combatant Commanders, and warfighters for joint and combined military operations.
  • Responsible for the analysis, review, staffing, coordination, and integration of capability proposals for all Functional Capability Board (FCB) portfolios that operate in the Joint Information Environment.
  • Oversee, edit, and manage J6 related DOD Information Technology/National Security Systems (IT/NSS) Instructions, Directives, and, Manuals, Training Briefings on administrative and clerical management.
  • Responsible for assigned areas of architectures (system, technology, and operations), IT/National Security Systems standards and Interoperability.
  • Evaluate proposals to ensure that they are consistent with the Joint Force envisioned in Strategic Policy Guidance documents, Joint Concepts, and Integrated Architectures.
  • Perform Joint Capabilities Integration and Development Systems (JCIDS) analysis to identify capability gaps, capability redundancies, assess the risk and priority of the gaps and recommend the best approach (materiel and/or nonmaterial) or combination of approaches to address the gap(s).

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service. To be creditable, specialized experience must be at the next lower grade level or equivalent under other pay systems in the Federal service, military, or private sector:

  • Directs the IT planning, development, implementation, maintenance, and enhancement of IT Systems and National Security Systems (NSS) policies ensuring confidentiality and integrity of the networks.
  • Conducts complex analysis to identify and propose solutions for Command, Control, Communications, and Computers/Cyber (C4) systems and networks and verifies compliancy with all interoperability standards.
  • Manages C4 database systems and networks utilizing IT theories, principles, concepts, standards, and practices, proposing logical conclusions and recommendations to senior management officials.
  • Leads project management and analyses of evolving technology studies of interoperability and data standards; plans and coordinates the development of technology architecture and modernization plans supporting Joint Staff and DoD warfighting systems.

To further this effort, the J-6 promulgates guidance and provides functional expertise to the Chairman in order to shape the joint information environment. Additionally, as the Joint Staff Chief Information Officer (CIO), the J-6 provides business class Information Technology (IT) services and support to the Chairman and the entire Joint Staff.
