The responsibilities of the NSF Program Director are constantly evolving.  The Program Director is guided by the goals of NSF's Strategic Plan: (1) enable the United States to uphold a position of world leadership in all aspects of science, mathematics, and engineering, (2) promote the discovery, integration, dissemination, and employment of new knowledge in service to society, and (3) achieve excellence in U.S. science, mathematics, engineering, and technology education at all levels.  The core strategies NSF staff employ include developing intellectual capital, strengthening the physical infrastructure, integrating research and education, and promoting partnerships.

This position is located within the National Center for Science and Engineering Statistics (NCSES).  NCSES has as its prime objective the development of factual and analytical information on the science and engineering (S&E) enterprise and is the principal source within the Federal Government for statistics related to these resources.  The Program Director is responsible for directing all activities of the program and is recognized as the senior expert on the operations and logistics of the program’s statistics and analysis.  The role requires expertise in survey development and administration, data collection, and analysis.  Work is accomplished through a combination of in-house staff resources and contractual arrangements. 

MAJOR DUTIES AND RESPONSIBILITIES

PROGRAM PLANNING AND MANAGEMENT

  • The Program Director plans, administers, and evaluates the overall program.
  • The Program Director is responsible for all aspects of surveys, all analytical projects, all database systems and all reports, speeches, consultations, and materials developed by the program staff.
  • Oversee the overall planning, design, implementation, and analysis of the surveys and related data collection efforts. 
  • Determine the kinds of information to be included in the surveys and analyses.  Review staff activities and work products to ensure that data concepts, definitions, taxonomies, etc. are consistent across surveys and related analyses as well as consistent with activities carried out in other components of NCSES.
  • Direct staff in an ongoing program of evaluating, interpreting, disseminating the information collected by in-house surveys or information produced by other organizations.  Of special concern are issues of accuracy, timeliness, and reliability of the information produced or disseminated.
  • Develop and maintain time schedules and project management systems and information for all surveys, analytical projects, and programs of the project.  Ensure the program’s data collections and analyses are scheduled in relation to the overall products and needs of NCSES.
  • Optimize the use of program staff and financial resources; monitor and allocate resources so that staff can develop and maintain appropriate skills to carry out the work of the program; monitor the program’s contracts and grants.
  • Develop the scope and components of the publications and analyses of the program; perform publication and product quality reviews; and prepare program publication submissions to the NCSES publications system.

REPRESENTATION, COMMUNICATION AND LEADERSHIP

  • Represent the Program, Division and Foundation within the scientific community, with other NSF Divisions, with other appropriate agencies and organizations, and with the public, accurately reflecting NSF policy and positions.
  • Create and maintain linkages to other NSF units and other Federal agencies in pursuit of the overall NSF mission.
  • Participate in staff, panel, committee, and other meetings, providing input relevant to Program area and/or Division.
  • Pursue affirmative action and EEO goals.
  • Pursue and/or be responsive to assignment on special projects and temporary functional teams from across the Foundation to solve problems, improve staff communication, and effect coordination for special programs.
  • Contribute ideas and effort to improving the quality of policies and NSF's performance of the overall mission.  Develop policies and plans for strengthening research and education programs.  Provide information to the community on how NSF is pursuing its mission and gather data and impressions from the community on the effectiveness of NSF's performance of its mission.
  • Prepare and disseminate a variety of informational documents which may include data on progress being made toward NSF's goals, trends and opportunities papers, and budget plans.

PROFESSIONAL DEVELOPMENT

  • Establish contacts and maintain active involvement in Program and related areas through participation in professional activities.  Maintain familiarity with salient current research developments.  Pursue individual research as workload and travel funds permit.
  • Expand administrative capabilities through training courses or assumption of new management responsibilities.

Qualifications

Candidates must have a Ph.D. in Statistics, Mathematics, or a Social Science, plus after award of the Ph.D., six or more years of successful research, research administration, and/or managerial experience pertinent to the position; OR a Master’s degree in Statistics, Mathematics, or a Social Science, plus after award of the degree, eight or more years of successful research, research administration, and/or managerial experience pertinent to the position.

This position is outside the competitive civil service.

  1. Demonstrated experience in managing statistical surveys through staff assignments and contractual arrangements. This experience should include planning, design/development of surveys, ongoing survey implementation through clean data delivery and dissemination of data both in publications and a public database. This also includes a demonstrated ability to manage multiple projects simultaneously.  This may be projects that involve budget preparation, technical reviews of data products, development of statements of work, and actual survey management review. 
  2. Demonstrated ability to direct a staff in carrying out a program covering one or more statistical projects.  Evidence of successfully managing a number of contractors may partially substitute for direct supervisory experience. 
  3. Demonstrated mastery in the field of statistics through the ability to apply statistical, survey methodological, and analytical techniques to national-scale data collection and data acquisition efforts. Evidence of experience with collecting data from individuals, experience with collecting data from establishments, and experience in assessing and using alternative data sources (e.g., administrative data) Evidence of experience in ensuring that statistical standards are applied in the collection and dissemination of statistical data to ensure that high quality data are achieved. 
  4. Demonstrated experience in resource management, both fiscal and personnel, for a program that encompasses multiple activities.  Such experience should include (1) developing and monitoring the implementation of budgets and (2) knowledge of and experience with federal procurement and contracting procedures and regulations. 
  5. Demonstrated experience working with stakeholders, data users, and data providers to understand their needs and how to best meet these needs.  Demonstrated evidence of successfully responding to expressed user needs for data and/or products. This includes an ability to develop and implement a data dissemination program for statistical data that provides timely, relevant, and understandable information to users in a timely fashion.
  6. Demonstrated experience in describing and explaining statistical research, datasets, and concepts to a large audience including other statisticians and non-statisticians. Such experience should include the analysis and evaluation of the quality, accuracy, and validity of data.
